Mechanical Technical advisor to Mine Action Programme in Angola
DanChurchAid is looking to hire a Mechanical Technical advisor to Mine Action Programme in Angola. The technical advisor shall work in close collaboration with the team of 4 expatriates and approximately 100 national staff. The posting is a non-family duty station.
Main Duties and Responsibilities:
Mechanical Technical Advisor’s main responsibility is the management and control of mechanical mine clearance assets
• Reports directly to and is managed by the Operation Manager. • Executes his/her responsibilities within the mandate, approved plans and budget of the programme and the Plan of Action • The Mechanical TA is responsible for the management and operation of the DCA Mechanical Mine Clearance Teams and maintenance of the DCA HMA Angola Mechanical Mine clearance assets • The Mechanical TA is also responsible for proposing and organizing specific training for national personnel, this will be in line with the capacity building plans of our national staff • Provide advice on technical issues to the Operations Manager and assist, as required, in the development, maintenance and up-dating of the DCA ANGOLA Mechanical SOPs. • It is the responsibility of the Mechanical TA to keep himself/herself updated about new techniques, manuals and devices • It is the responsibility of the Mechanical TA to control the Medic, drivers and other supporting personnel attached to the team when it comes to their duties and responsibilities • QA (Quality assurance) and QC (quality control) on the minefield/working area should be completed by the Mechanical TA according to the DCA Mechanical SOP’s • Co-ordination medevac exercises, planned by the Medical Supervisor and Operations Manager • As required by the Operations Manager, establish and maintain relationships at a technical level with all organizations (civil, commercial, military, or humanitarian) involved in mine action and related activities in the project area of operations • Undertake other such actions as deemed appropriate and necessary by the Operations Manager • In the case off absent of the Operation Manager the Mechanical TA will take over the responsibility of the Operations.
Planning and supervising daily activities for the component he/she is responsible for:
• Daily management of the Mechanical Mine Clearance Teams • Ensuring that the Mechanical Mine Clearance equipment, currently 2 MMW 240, a Casspir, and a Rhino are operational and on site in accordance to the Plan of Action • Operation of the MineWolf in the minefields including all working and safety procedures are in accordance with the Standard Operating Procedures (SOPs) • Manage and check National Operators conducting regular maintenance works as required by the Mine Wolf guidelines, and regular maintenance of Casspir and Rhino • Responsible for tasking the teams and preparing and checking reports, maps, photo log etc, as well as report on the activities of his/hers team, security situation and any other relevant information to the Operations Manager on daily and/or weekly basis • Define the needed spare part stock and provide input to the annual procurement process.
• Management of spares for the DCA Mechanical Assets, stored in the field • Re-ordering of consumables for the Mechanical Teams • Mechanical TA is responsible for proper use and maintenance of all equipment, such as vehicle, radios, mine detectors etc. that is issued to the component under his/hers responsibility
Qualifications: • Advanced technical/ mechanical background and specialised in mine clearance machines, Mini Mine wolf, MMW240, flail and tiller system. • International managerial experience from mechanical maintenance and repair • An understanding of integrated HMA projects - incorporating mechanical equipment with manual demining operations • Experience working in remote locations and challenging environments is an advantage • Cultural awareness, sensitivity, responsiveness to local environments, and ability to work within an ethnically diverse team structure • Advanced computer skills ,excel ,Microsoft Word and Power point • Good English communications skills (verbal and written)

DCA has been implementing a Humanitarian Mine Action programme in Angola since 2004. DCA is operating in the Moxico Province in Eastern Angola, which was the scene of some of the heaviest fighting during the civil war and Moxico is the most mine-contaminated province in Angola. The programme consists of manual and mechanical clearance of landmines as well as mine risk education and survey teams and is currently funded by Europeaid, FinnChurchAid and private funds.
