Background
UNOPS is the Fund Manager for the multi-donor Livelihood and Food Security Trust Fund (LIFT) established in Myanmar in 2009. The donors to LIFT are Australia, Denmark, the European Union, the Netherlands, New Zealand, Sweden, Switzerland and the United Kingdom.
LIFT’s vision is to be an effective mechanism for channeling aid through partners, to achieve its goal of improving the food and livelihood security of the poor and vulnerable in Myanmar. LIFT also aims to be a collective and influential voice promoting programme coherence, innovation and learning and providing a platform for enhanced policy engagement on agriculture, food security and rural development in Myanmar. LIFT is expected to continue operations until at least the end of 2016.
The purpose of the Monitoring and Evaluation Officer is to provide technical leadership within the LIFT Fund Manager on issues related to monitoring and evaluating LIFT-funded activities. The role has responsibility for managing a small team of M&E staff. The incumbent will have extensive contact with technical specialists in a wide variety of organisations.
Duties and Responsibilities
Job Context:
The post will be located in the LIFT Fund Manager’s Office, a team of 30 people organised in the following teams: programme, M&E, communications and support (HR, finance, administration). As the leader of the M&E team (4 people), the M&E Officer will have lead responsibility for all aspects of monitoring and evaluating LIFT-funded activities, which are implemented by a diverse group of partner organisations that include international and local NGOs as well as UN agencies.
The diversity of implementing partners and approaches used in their projects complicates the M&E role. The M&E system must be able to monitor progress of individual projects funded by LIFT as well as aggregate data to monitor LIFT’s progress against its own overall log frame. LIFT’s M&E is broadly in place, but it will require continuous development and refinement as new partners come on board and the programme mature


Functions/ Key Results Expected
  • Under the direct supervision of the Fund Director and in accordance with UNOPS policies, procedures and practices, the M&E Officer will be responsible for:
  • Continual development and updating of an effective M&E system for (a) actions supported by the Fund and (b) the Fund’s own performance. The system will comply with donor M&E requirements, and will generate data that allow for economic analysis (including assessment of cost-effectiveness).
  • Supervision, training, coaching and mentoring of the national M&E staff (x4) and coaching and mentoring of other national program staff in the M&E responsibilities of the LIFT Fund Management Office.
  • Coordinating the Fund Manager’s tasks with respect to monitoring and evaluation of activities, including the preparation of annual M&E work plans and budgets.
  • Ensuring that M&E data are readily available, as appropriate, to the Fund Board and to other stakeholders, particularly on impact and lessons learnt from Fund activities.
  • Ensuring adequate feedback to/from Fund beneficiaries on data and analyses.
  • Designing baseline, mid-term and final evaluation surveys using a combination of quantitative and qualitative methods.
  • Conducting and/or supervising survey implementation and analysis.
  • Managing contracts and contractors related to LIFT’s M&E activities.
  • Reviewing and providing advice related to log frames and indicators on proposals submitted to the Fund Management Office.
  • Reviewing implementing partners’ internal M&E systems and needs and providing advice as required.
  • Providing technical assistance to implementing partners to ensure participation in the Fund M&E process and an adequate flow of information and data.
  • Ensuring the incorporation of monitoring findings into LIFT reports and providing recommendations to the Fund Board.
  • Monitoring funded project progress (activities, results and outcomes) and recommending adjustments as necessary.
  • Routinely visit project sites for M&E activities.
  • Contributing to the maintenance of a database of all LIFT-funded projects.
  • Attending all relevant technical meetings and maintaining contacts with all stakeholders, whether in Yangon or in the field.
  • Maintaining a detailed knowledge of all relevant issues impacting his/her field of Monitoring & Evaluation.
  • Promoting information sharing on all aspects related to Monitoring & Evaluation activities among stakeholders.
  • Providing support to the Fund Programme Officers to enhance programme delivery.
  • Proposing any initiative that may be necessary, including termination of, or adjustments to actions to ensure compliance with Fund policy and priorities.
  • Contributing to the development of the Fund Manger’s work plans and reports and of the terms of reference for national and international consultants.
  • Ensuring mentoring and training of local staff to foster capacity building.
  • Supporting monitoring and evaluation missions commissioned by the Fund Board or UNOPS.
  • Other duties as may be assigned by the Fund Director.
  • The incumbent will be responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and those of UNOPS.
Required Selection Criteria
Competencies
  • The M&E Officer should possess excellent technical skills in socio-economic research and programme performance assessment.
  • Strong communication and facilitation skills, and ability to establish good working relationships with


  • colleagues and stakeholders in a sensitive environment.
  • S/he should be able to effectively represent the Fund and possess very good coordination and communication skills.
  • S/he must have experience in handling culturally and politically sensitive situations.
  • S/he must demonstrate strong interpersonal and motivational skills and sensitivity to the local environment as well as the ability to work with minimal supervision.
  • Excellent writing and data analytical skills.
Education/Experience/Language
  • Masters degree in Social Sciences, Agricultural Sciences, Political Sciences, Development or related field. A Bachelor degree in related fields combined with extensive experience in similar responsible position in developing countries is considered as equivalent.
  • At least seven years of work experience in a field related to rural development, livelihoods, planning or project management for a Masters degree holder.
  • A minimum of nine years professional experience with a Bachelor degree of which five years of this experience should be in professional-level field experience in M&E of rural development projects in developing countries, including qualitative and participatory evaluation methodologies. It is a further advantage if this experience is in agriculture or a related field.
  • Professional experience in more than one country context is essential.
  • Professional experience in Southeast Asia is preferred.
  • Experience in training would be an asset.
  • Previous successful involvement with, and good knowledge of, NGOs and civil society is desired.
  • Knowledge of the political, economic and social situation in Myanmar desirable.
  • Willingness to undertake regular field visits in difficult conditions is required.
  • Computer literacy in Microsoft packages (MS Word, MS Excel, MS Access) and SPSS is an asset.
  • Fluency in written and oral English is required.
