Review: NRC’s Potential for Programming on Gender-based Violence (GBV)

NRC is considering becoming more involved in gender-based violence programming due to the particular vulnerabilities and risks faced by NRC’s beneficiaries. In order to make an informed and strategic decision on whether or not, and how, NRC should engage in GBV programming, further research and thinking is required to provide guidance on where NRC could add value. The main purpose of this review is to assist NRC in making a decision on its future engagement in GBV. The review will provide recommendations on the following:

a) Should NRC engage in GBV and develop a new area of programming or does NRC not have any added value, i.e. should NRC discontinue all involvement in this area? b) If a certain level of engagement is recommended, should NRC focus on GBV prevention through its existing programmes and activities and/or through advocacy efforts? Or should NRC develop a stand-alone programme capacity? c) If it is recommended that NRC develop a full-fledged programme competence on GBV, which activities should be part of this Core Competency and which should not? Where does NRC draw its limits. It is important that NRC’s limitations be identified. d) Which potential donors and funding sources might support development and implementation of GBV programmes?

The review should outline the consequences of the above, i.e. what investments in terms of financial and human resources would be required to meet the recommendations in an appropriate manner and what NRC’s ambition level should be. The recommendations will be presented to NRC’s Senior Management Group and form the basis for a strategic programming decision for the organisation.

The Norwegian Refugee Council (NRC) invites you or your company to make an offer for the consultancy assignment on a review of the organisation’s potential for programming on gender-based violence as outlined in the Terms of Reference attached.

Information for bidders: 1. Currency of offer should preferably be in USD. 2. Payment will be made to the consultant in two instalments: 25% at signing of contract, 25% at submission of inception report and 50% after receipt of final product by NRC. 3. NRC will not undertake to pay by letter of credit or in advance of service delivery. 4. NRC reserves the right to accept or reject the whole or part of your service if not done in accordance with the contract. 5. Incomplete offers or offers which do not comply with any of our tender conditions will not be considered.
