Oxfam , Finance Officer External Funding Unit

Finance Officer – External Funding Unit

32-36 hours per week for the duration of 1 year (start asap)

will be based in The Hague

Purpose of the role

In the decentralisation process that Oxfam Novib is presently undergoing, many of the financial processes will be decentralised to country offices. The function presently being advertised will provide for interim financial capacity in the Oxfam Novib office in The Hague, and will specifically focus on the financial aspects of projects that are funded by institutional donors (excluding MFSII), management of financial risks and assist in the preparation of financial aspects of submissions as well as internal and external financial reporting. The Finance Officer will be part of the External Funding Unit (EFU).

Responsibilities

  1. Conducts a quality check of the financial elements of funding proposals that will be submitted to institutional donors, taking into account funding opportunities, donor requirements, and a risk and opportunity analysis as well as project implementation aspects and provides feedback to the submitting bureau. The processes are guided by the manuals for country offices and procedures for institutional funding.
  2. Conducts a quality check of the financial elements of internal and donor reporting of projects funded by institutional donors, monitors EVR and project audits and provides feedback to the submitting bureau.
  3. Creates a risk profile of the portfolio of externally funded projects, identify high risk projects from a financial perspective and monitor and reports regularly on developments to the Coordinator External Funding Unit, Senior Finance Officer and in coordination, Regional Managers.
  4. Assist in development and implementation of training of Financial Officers in The Hague and Country Offices specifically in aspects pertaining to project funding by institutional donors.
  5. In special cases, after approval Coordinator EFU/Senior Finance officer, support and train Financial Officers in their work in preparation of submissions or financial reporting.

Requirements

  • A degree in finance management on a bachelor/masters level
  • 4 years of relevant work experience in financial position including financial management, planning, administration and budgeting & auditing.
  • Several years of working experience related to international development organisations
  • Experience in making independent financial analyses of development programmes, and capacity to evaluate these against the political and socio-economic context within which they are carried out.
  • Experience and knowledge of relevant financial IT-systems, Pastel and SAP (Adobe).
  • Excellent social skills and you are a team player.
  • Fluent in English, another foreign language as Portuguese, French and/or Spanish would be an asset.


Salary

The gross salary will be between € 2.328 and € 3.581 gross per month on the basis of a 36 hour workweek.
