Manager, Financial Resources Management (Chief Financial Officer)

The Area Manager, Financial Resources Management is the Chief Financial Officer of the Pan American Health Organization. Reporting to the Director of Administration, the incumbent plays a critical role in ensuring the financial viability of the organization as it strives to meet its mission. As a senior manager of the organization, the incumbent will be an advisor to the executive management (EXM) team on strategic financial matters. S/he will be responsible for overseeing all fiscal and fiduciary responsibilities for the organization.

Specific responsibilities include:

Strategy:

· Develop tools and systems to provide critical financial and operational information to stakeholders, EXM and make actionable recommendations on both strategy and operations.

· Engage the finance/audit and investment committees around issues, trends, and changes in the operating model(s) and operational delivery. Assist in establishing yearly objectives and meeting agendas, and selecting and engaging outside consultants (auditors, investment advisors).

Financial and Operational Management:

· Provide authoritative advice on all aspects of the Organization's financial management rules and regulations to senior level management at Headquarters and in over 27 Representative Offices throughout the Americas.

· Oversee all accounts, ledgers, and reporting systems, ensuring compliance with appropriate International Public Sector Accounting Standards (IPSAS), other regulatory requirements, and the Financial Regulations of the Organization.

· Maintain internal control safeguards and coordinate all external audit activities.

· Partner with the Area Manager of Information Technology Services (ITS) to procure/maintain specialized finance IT systems that meet the needs of the organization.

· Manage cash flow and forecasting. Develop a reliable cash flow projection process and reporting mechanism that includes minimum cash threshold to meet operating needs. Optimize the handling of banking relationships and initiate appropriate strategies to enhance cash positions.

· Manage and track the performance of PAHO’s $700M+ investment portfolio ensuring compliance with policies and investment guidelines established by the investment committee.

Team Management:

· Mentor and develop and direct team of approximately 60 staff members working in a multicultural environment.

· Manage work allocation, training, problem resolution, performance evaluation and the building of an effective team dynamic.

· Liaise with WHO and with other United Nations organizations to maximize financial efficiency and effectiveness.

Qualifications: The incumbent will be a seasoned and mature leader with at least 15 years of broad finance experience, ideally beginning in accounting, followed by experience gathering and evaluating financial information and making actionable recommendations to senior leadership. S/he will have experience managing the finance function (accounting, internal control, and reporting) within a diverse and geographically dispersed organization.

The successful candidate will have:

· A bachelor’s and master’s degree in accounting, finance, business administration, public administration or in a related field. A CPA or international equivalent would be a plus.

· 15 years of combined national and international senior managerial experience with responsibility for all financial operations of large public or private institutions.

· Very good knowledge of English with a working knowledge of Spanish.

· Demonstrable passion for the Pan American Health Organization’s mission; a hands-on manager with integrity and a desire to work in a dynamic environment.

· Strong analytical skills and experience interpreting a strategic vision into an operational model

· An effective communicator at all levels in the organization, with strong oral and written skills and a willingness to share information.

· A collaborative and flexible style, with a strong service mentality
