Job Description
The Programme Manager is responsible for leading the successful business performance management of the Dstl Programme Office’s work at a programme level.
Through the proactive leadership of business and financial performance management activities, the Programme Manager’s role is to provide leadership, analysis, evaluation, assurance, governance and best practice skills development in the planning, delivery and reporting of MoD research Programme. Key responsibilities include:
Programme Formulation & Delivery:
• Ensure PO business performance planning, delivery and reporting activity is aligned with MOD decision making Boards.
• Work on the planning aspects for strategic Balance of Investment of science and technology (S&T) research.
• Lead on the co-ordination of actions to implement Strategic guidance.
• Promote consistency throughout the Programme Office, to align ways of working with changes coming about in MOD under the Defence Reform initiative.
• Establish suitable and sufficient in-year oversight of the Programme, focusing on delivery, risks & issues and finance.
Engagement & Communication
• Identify better ways of ensuring that the PO can demonstrate traceability of effective engagement, decision making and communications, particularly with respect to optimisation and prioritisation of the Programme.
• Key relationship with MOD to ensure contractual cover and to update then on financial performance.
• Assist in encouraging Stakeholder engagement and building productive relationships via efficient and timely information collection, dissemination and reporting – developing the PO’s “battle rhythm” for delivery.
• Functional leader for Programme Management skills, scheduling, best practice and application of MSP (managing successful programmes).
In-Year Programme & Financial Management
• Set the Programme Office Programme level reporting requirements for in-year financial and programme risk management (including Commercial/Contractual) and reporting and assurance and provide monthly reports.
• Influence the corporate Management Information initiatives to establish means of capturing the right (accurate, timely and integrated) data to enable effective programme management.
• Lead on identifying key performance indicators and providing key metrics (e.g. delivery, scheduling, spend, forecast outturn), to support decision making.
• Focal point for accurate and timely information at Programme level i.e. overall finance, delivery issues and risk.
• Communicate Programme-level information within Dstl and to MOD.
• Work with Commercial Services to establish simple, consistent and re-usable contracting structures and processes.
