PATH, under a USAID contract and in coordination with Tenke Fungurume Mining will implement a project to reduce the incidence and prevalence of HIV/AIDS and mitigate its impact on communities in the Fungurume Health Zone and the town of Kasumbalesa in the Democratic Republic of the Congo.

To address the risks of an expanding HIV/AIDS epidemic in Fungurume and Kasumbalesa, the project teams will establish HIV prevention and mitigation interventions in the community surrounding the Tenke Fungurume mine and build upon and intensify existing interventions in Kasumbalesa. The team will use management structures, tools, and methodologies from the Integrated HIV/AIDS Project in the Democratic Republic of Congo (ProVIC), which are in line with the national ones, and build on Tenke Fungurume Mining activities as part of its development initiatives.

The Project Officer, Fungurume will serve as the primary technical expert and contact for activities at the community level. The incumbent will facilitate the development, modification, and/or adaptation of appropriate treatment, prevention, testing and referral strategies, with the goal of improving target community access to and use of HIV Counseling & Testing and prevention services. Working with Tenke Fungurume Mining and local partners, s/he will facilitate the expansion of services at facility and community settings; and improve post-test referrals for all clients. The Program Officer will build the capacity of local partners technical and administrative staff to deliver high-quality services. The Program Officer will also work closely with ProVIC’s provincial office in Lubumbashi, as well as with the Fungurume Health Zone and Tenke Fungurume Mining staff.

Specific Responsibilities include:

  • Provide technical leadership in the development of approaches and strategies for mobilizing community for HIV counseling and testing.
  • Build the capacity of the local NGO and government technical staff to deliver high-quality services.
  • Provide on-going support through coaching, supervision visits and mentoring to counsellors and volunteer providers implementing activities.
  • Consolidate and disseminate knowledge and information regarding best practices, lessons learned, and proven approaches from the project.
  • Ensure quality implementation, achievement of results for activities within the project, and collaborates with other technical units to ensure effective teamwork.
  • Collaborate with partners to develop quality assurance mechanisms and ensures that QA mechanisms are in place and functional.
  • Facilitate the expansion of HIV counseling and testing services, provide overall leadership and sound advice at facility and community settings, and improve post-test referrals for all clients.
  • Lead the development of annual work plans and reports; and ensure integration of project activities into wider Fungurume Health Zone annual plans and larger project work plan.
  • Provide leadership and technical support organizing quarterly review meetings.
  • Extend technical support to local partners in preparing and submitting timely monthly, quarterly, semi-annual and annual reports.
  • Liaise with M&E team on collecting data on project activities.

Required Experience

Master’s degree in public health plus a minimum of five years of technical experience in clinic and community based settings, or an equivalent combination of education and experience. Experience should also include outreach services and developing guidelines, performance improvement standards, pre- and in-service training, and curricula/materials for infection prevention, counseling, and gender-sensitive and youth-friendly services. Medical doctor or nursing qualification and two or more years of working with USAID-funded HIV/AIDS programs preferred.
