Revenue Administration Advisor Advisor, Based in Suva, Fiji

The International Monetary Fund is seeking an expert to fill the position of revenue administration advisor at the Pacific Financial Technical Assistance Center (PFTAC), based in Suva, Fiji. PFTAC covers sixteen countries in the region, namely the Cook Islands, Federated States of Micronesia (FSM), Fiji, Kiribati, the Marshall Islands, Nauru, Niue, Palau, Papua New Guinea, Samoa, the Solomon Islands, Timor-Leste, Tokelau, Tonga, Tuvalu, and Vanuatu. The advisor's appointment term would initially be for a period of one year. The contract is renewable subject to satisfactory performance, and it is expected that the advisor would spend around three years in the position.
The revenue administration advisor will assist PFTAC member countries in the development and implementation of revenue (tax and customs) reforms. The advisor's primary responsibilities will be to: (1) consult with revenue authorities of member countries, and provide direct technical assistance as needed; (2) help member countries develop revenue administration reform strategies designed in close coordination between these countries and the Fiscal Affairs Department (FAD) of the IMF; (3) provide backstopping support to short term revenue administration experts recruited to deliver technical assistance to the center's member countries; (4) liaise with the FAD Tax Policy Division in Headquarters regarding tax policy issues and advice to member countries; (5) coordinate with other technical assistance providers working in the region and their experts; and (6) support the center coordinator and steering committee in developing and monitoring the PFTAC work plan.

Qualifications

The technical skills and qualifications required for this position include high level of knowledge in the following areas:
  • The legislative and regulatory environment for tax administration;
  • Organization, strategic planning and management of a tax agency/department;
  • The use of information technology to support tax administration operations;
  • The whole range of tax administration technical procedures and controls;
  • Policies and activities in the field of tax enforcement and compliance; and
  • International best practices in tax administration and policy.
The primary focus of PFTAC's revenue technical assistance is currently on tax administration. However, the resident advisor may also be required to assist customs administrations in the region, either directly or by supervising short term customs experts contracted for this purpose. Therefore, ideally, the resident advisor should have knowledge relevant to customs administration in the areas listed above.
Applicants should have extensive practical experience in a senior position within a tax administration. Preference will be given to applicants who have an all round
experience in managing tax operations; have participated in tax administration reform programs; have experience in managing/overseeing technical assistance work and coordinating with other donors; have knowledge of tax administration issues in a regional context; and who are fully aware of the issues and challenges facing tax administration reformers in the Pacific region.
A university degree or equivalent qualification relevant to professional work. Applicants should be proficient in English; have excellent written and oral communication skills; have strong interpersonal skills; and have the ability to work as part of a team. They should be able to maintain effective and cooperative relations with national authorities and donors, and to handle sensitive issues with discretion in a multicultural environment. Familiarity with modern computer systems and applications software. Preference will be given to applicants with prior experience in capacity building in the revenue administration area (such as participating in tax administration technical assistance activities and organizing and conducting training courses and workshops). A willingness to travel extensively in the region is required.
