A. BACKGROUND
The Forum for Agricultural Research in Africa (FARA) is the apex organization for agricultural research for development in Africa and the AUC/NEPAD mandated institution to lead implementation of Pillar IV of the Comprehensive Africa Agriculture Development Program (CAADP) focusing on generation, dissemination and adoption of agricultural innovations. Harnessing the development and poverty-reducing potential of CAADP depends crucially on the effectiveness, efficiency and relevance of agricultural research institutions and services in addressing the challenges facing African agriculture.
The mission of FARA is to create broad-based improvements in agricultural productivity, competitiveness and markets by supporting Africa’s sub-regional organizations in strengthening the capacity of the NARS for agricultural innovation. FARA delivers on its mandate through four mutually-reinforcing Networking Support Functions (NSFs) concerned with advocacy and policy analysis (NSF1/3); Access to Knowledge & Technologies (NSF2); capacity strengthening (NSF4); and development of partnerships and strategic alliances (NSF5). The NSFs mobilize and support FARA’s constituents and partners (Sub-regional organisations and organisations of the National Agricultural Research Systems) to undertake activities that generate continental spillovers and public goods.
Mainstreaming gender equality into CAADP pillar IV is one of the nine guiding principles identified under the evolution and reform of agricultural institutions and services within the Framework for African Agricultural Productivity (FAAP). The FAAP enjoins all stakeholders to work towards the “integrations of gender considerations at all levels including farmers and farmer organizations, the private sector, public institutions, research and extension staff.” Furthermore, gender is addressed as a cross cutting issue in the programmes and activities of FARA and her stakeholders i.e the Sub-Regional Organisations and National Agricultural Research Organisations
The main purpose for this consultancy service is to study the CAADP Pillar IV document and other relevant documents and develop concrete gender equality mainstreaming strategy and guidelines for implementation by FARA, the Sub-Regional Organizations that work with FARA and other stakeholders. The strategy once developed will be circulated among stakeholders and discussed during a validation workshop to be attended by the consultant who will incorporate comments and recommendations coming out of the workshop into a final working document.


B. OBJECTIVES OF THE ASSIGNMENT

The objective of this assignment is to facilitate the development of a gender equality strategy and guidelines for mainstreaming gender into CAADP Pillar IV. Activities to accomplish this objective as elaborated in the scope of work below are expected to be carried out for 12 working days over a period of two months.
C. SCOPE OF WORK
Specifically, the consultant will undertake the following tasks:
i. Develop a work plan for the assignment.
ii. Conduct a desktop review of existing documentation on CAADP pillar IV and identify gender gaps to be addressed in the gender mainstreaming strategy
iii. Interview the partners of FARA (SROs, NAROs etc.) for their specific expectations and concerns in the area of gender mainstreaming under CAADP pillar IV.
iv. Produce and submit a draft gender equality strategy and guidelines for review & comments by FARA
v. Collate comments from stakeholders during the validation process and produce a final document on Gender Equality strategy and guidelines in CAADP pillar IV;
D. OUTPUTS OR DELIVERABLES
Expected outputs are shown in the table below. Milestones are designated based on weekly periods following the week the contract will be signed. Specific dates for milestones will be assigned once the contract is signed.

E. DURATION OF THE ASSIGNMENT
The work shall be carried out over a period of 9 weeks, effectively commencing the week after the contract is signed by both parties and shall be finalized by 30th of April 2012.
F. LOCATION OF THE ASSIGNMENT
The consultant will be based Accra or else where
G. PERFORMANCE CRITERIA
The Consultant is expected to undertake the services with the highest standards of professional and ethical competence and integrity. He should be able to deliver the listed assignments in Section C in a most effective and efficient manner, within the period of assignment stated in Section E.
H. REPORTING
The Consultant shall work with the Gender Equality Specialist and report directly to the Executive Director
I. FACILITIES TO BE PROVIDED BY FARA
FARA will provide the following facilities to the consultant:
i. FARA will provide relevant available information to facilitate the desk top review and the development of gender equality strategy and guidelines for CAADP Pillar IV
ii. FARA, in collaboration with the SROs and NAROs, etc will provide needed information to carry out the assignment
iii. The Gender Equality Specialist and the NSFs will facilitate the interaction between stakeholders in the field and the Consultant.

I. QUALIFICATION AND EXPERIENCE
The following qualifications are required:
? A minimum of a Masters degree in Gender studies.
? A good understanding of Africa’s agricultural research and development context and the gender issues related to it.
? A minimum of 5 years’ experience in participatory strategic and programme planning and specifically experience in gender equality mainstreaming
? A track record in developing gender equality strategies and guidelines within institutional settings.
