(Consultancy contract)

Through the European Commission (EC) funded programme, Developing Technical and Vocational Education and Training (TVET) Methodologies and Services for the Informal Economy, SNV is implementing the programme High Impact Tourism Training for Jobs & Income (HITT).

The HITT programme, aims to contribute to sustainable, scalable, pro-poor economic growth in 4 Sub-Saharan countries (Benin, Mali, Ghanaand Mozambique) and 3 countries in Asia (Cambodia, Nepaland Vietnam) through the development and implementation of an integrated, market-driven tourism TVET system targeting the informal economy. More specifically, the HITT programme aims to expand access for disadvantaged groups (in particular women, youth, unskilled and semi-skilled) to practical and market-oriented vocational training and facilitate direct links with the tourism industry to maximise opportunities for production, income and employment for participants.

The HITT programme duration is three years starting in February 2011 and ending in January 2014, and is organized in 4 phases: inception (January-December, 2011); preparation (January- June, 2012); implementation (July 2012-September, 2013); and conclusion (September 2013- January 2014).

Through the Inception Phase implemented simultaneously in the seven countries, a number of occupations in the tourism sector have been identified that are highly demanded by the private sector and are accessible to the target groups of the Programme (e.g assistant cook, small lodge owner, porters, assistant guide, waitress, event organizer, food street vendor, etc). These selected occupations will be the focus of training development and provision under the HITT programme. The trainings will be developed and delivered in joint collaboration with in-country partner organizations and TVET institutes.

SNV is now recruiting an expert for Innovative Curriculum Development to support the HITT country teams and stimulate quality improvement and innovations in the development and revisions of curricula for training supported by this Programme.

Responsibilities

The primary objectives of the assignment are:

  • To provide technical support and advice to country teams and stimulate quality improvement and innovations in the development and revisions of curricula at a country level for training supported by this Programme.
  • Help identify synergies and best practice across the 7 countries and share learnings via the HITT Global Programme Coordinator
  • Based on best practices and lessons learned from processes implemented by HITT country teams develop the final overall HITT Approach for Curricula Development and write related ‘how to manuals’.

The Consultant will report to the HITT Global Programme Coordinator (based in Nepal) and will work in close collaboration with HITT country leaders and HITT Approach Global consultants.

Detailed Description of Services and Deliverables

Services:

1) Technical advice to HITT country teams upon (i) innovative components/ elements that could be piloted and integrated in their curricula development/revision processes (ii) Trainer and trainee manual development/revision and innovations;and (iii) Development of training of trainers’ packages (40% of assignment)

  • At the HITT Second Global Meeting (SGM) - 28th February – March 3rd inBangkok - the consultant will present and facilitate discussions about innovative approaches to curricula and training materials design/ development. This will be done taking into consideration curricula development processes (e.g DACUM, EXPERT) and standards (e.g. ASEAN) identified by each country through the inception phase. The consultant will make use of (but not be limited to) the extensive curricula development literature compiled about pre-selected occupations (e.g. waitress, porter, event organizer, assistant cook, small lodge, etc) within the first year of the programme to provide the necessary advice and facilitate discussions.
  • Technical advice will be provided remotely (via skype/ phone) to country teams and will focus on ensuring that processes followed, innovative components piloted and final products developed aim at improving alignment to the needs of the private sector and raising quality standards of the trainees.
  • At the HITT SGM the consultant will develop a good understanding of country priorities and needs and will develop an agreement with each country leader (Senior International Advisor) upon best modality (including frequency) for providing technical support.

2) Document and compile processes, innovations implemented, lessons learned and best practices from the curricula development/revision processes, manual development and training of trainers implemented by each country (20% of assignment)

  • The consultant will be responsible of designing simple and practical templates for ensuring regular and efficient documentation of lessons learned, innovation components piloted and best practices of country teams.
  • Although country teams will be responsible of the completion and timely submission of the information requested, it will be the consultant’s responsibility to secure that the information submitted has the elements needed to deliver high quality final products.

Deliverables:

It is expected that the TVET expert will deliver:

1) An approach to design a market driven curriculum and implement training for unskilled and semi-skilled informal workers, potential workers, with a particular emphasis on women, youth, under skilled and semi skilled, who have limited resources and access to vocational training. This will be based on different country contexts, best practices, lessons learned, innovation approaches piloted in each HITT country as well as information compiled throughout the implementation of the Inception Phase of the programme (20% of assignment).

2) Written ‘how to’ manuals - drawn from best practices and lessons learned from implementing the HITT programme in each of the seven countries, illustrated/ exemplified with country final products, with the following components(20% of assignment) :

  • How to develop training modules?
  • How to improve trainer competencies?
  • How to design a training approach? (with the following components: how to engage with poor communities; selection of participants; preparation of participants; training using practical techniques and internships, mentoring and post training follow-up)

In executing these services and delivering final products, the consultant will keep in mind that:

  • Innovations in the training packages should focus on raising quality standards of the training and improve alignment to the needs of the private sector. The time frame of the training will vary between 1 week and 3 months.
  • The characteristics of HITT target beneficiaries (informal and potential workers with low or no education and some may be illiterate).
  • Technical advice to country teams will need to be provided remotely by phone or skype with the exception from the planned HITT Global Team meeting,
  • HITT country teams (SNV, in-country partners and local experts) will be responsible of developing the curricula for the occupations identified and related training materials.
  • Close coordination/ communication will need to be maintained with the HITT Approach Global consultant and HITT Global Coordinator to ensure consistency among HITT Programme products and communications about HITT programme.
  • Professional editing and designing of the two deliverables will be SNV responsibility.
  • Selected consultant should be available to join the HITT SGM planned for February 28th to March 2nd
  • An estimate of 20 to 25 working days will be required to deliver above mentioned services and products. The consultant should take into consideration that Service 1 and 2.1 will need to be carried out between February and August 2012, Service 2.2 between August 2012 and May 2013 and that deliverables 3 and 4 will need to be submitted by latest November 2013.


Time Frame

The selected candidate is expected to commence the assignment by February 13th 2012, and will be intermittently working with the programme until 30 November 2013.

Candidate profile

  • Proven track record of training curricula (and manual) development and/or working on TVET-related programmes;
  • In-depth knowledge and understanding of the following areas:
  • the tourism and hospitality sector
  • the informal workforce

Competencies

  • Proven ability to demonstrate innovative thinking and stimulate an environment that fosters innovation and openness to change;
  • Knowledge of one or more international competency systems (e.g. ASEAN system) and innovative ideas for curriculum development and training provision;
  • Excellent written and spoken English skills and sound report writing skills, French language skills are an advantage;
  • Proven experience of providing technical advice to teams based in different countries from distance;
  • Ability to contribute to and comfortably work in a multidisciplinary setting;
  • Able to work independently to strict timelines.

Contract Duration:

The selected candidate is expected to commence the assignment by February 13th 2012, and will be intermittently working with the programme until 30 November 2013. The final budget would include professional fee not exceeding Euros 9900.
