Team leader: Local and regional infrastructure planning and programming
For tender processes in progress we are looking for an international team leader providing consultancy services in the context of local and regional infrastructure planning and programming.
Job description:
The assignment is planned for 30 months and will focus on the support of three regional development agencies (RDA) regarding:
· the updating of regional operation plans and
· the development of project pipelines (pre-feasibility studies and environmental impact assessments) in the sectors water/waste-water, solid waste management, energy efficiency in public buildings (and roads)
· and possibly local road repair and maintenance, carrying out of feasibility studies, environmental impact assessments and the preparation of technical design documents for public infrastructure projects
The team will exist of the team leader, four local long-term experts, expert-pools of international and local short-term experts and administrational staff. It is probable that the team will be extended by one international and three local long-term experts.
Qualifications:
· Masters degree (or equivalent) in infrastructure planning, regional development, or other relevant disciplines
· A minimum of ten years of professional experience in participatory regional planning, planning of local and regional infrastructure projects and consulting services provided to governmental agencies within the framework of Technical Cooperation (GIZ, EU, SIDA)
· Sound experience in EU-legislation regarding regional planning (in Eastern Europe)
· Profound knowledge regarding the project cycle, especially regarding pre-feasibility and feasibility studies and applications for national and international funding as well as regarding budgeting and monitoring and evaluation
· At least five years of professional experience as a team leader in TC projects as well as strong communication, networking and assertion skills
