Transnational Threats and International Crime Division

The International Crime in Africa Programme (ICAP) at the Institute for Security Studies (ISS) works to improve the awareness and capacity of African countries to end impunity by responding effectively to international crimes, including war crimes, crimes against humanity, genocide and terrorism. As a result of its expanding work in West Africa, ICAP seeks to appoint a training coordinator with experience in international criminal justice, to support its capacity building programme that is being implemented in partnership with the Commission of the Economic Community of West African States (ECOWAS).

The successful candidate will support the implementation of the ISS/ECOWAS partnership in West Africa, especially in the fields of counter-terrorism and maritime security. Key performance areas include inter alia:

  • Supporting the implementation of the ECOWAS Capacity-building Programme Against Terrorism, particularly with respect to the planning, coordination and delivery of high-level regional and national training courses, workshops and conferences, as well as specialised technical assistance to a wide range of law enforcement, criminal justice officials and civil society actors working in the field of counter-terrorism and related transnational threats in West Africa;
  • Supporting research initiatives and the implementation of various awareness-raising and advocacy projects in West Africa;
  • Develop, maintain and strengthen cooperative relations and regular communication with key partners in West Africa, including the ECOWAS Commission and other international, regional and civil society organisations, on a wide range of issues falling within the purview of the institutional partnership;
  • Conduct research and policy analyses on counter-terrorism issues in West Africa, particularly in the area of criminal justice with a view to improve readiness and capacity of states and institutions in the prevention and combating of terrorism;
  • Conduct regular terrorism threat and vulnerability assessment reports for West Africa, and provide expert advice on how best to improve counter-terrorism training and skills development in the region;
  • Regional travel where required, and represent the ISS in relevant regional forums; and
  • Develop and maintain a regular work plan of activities.

Requirements:

  • The candidate should have a post graduate degree in international law, international relations, political science, criminal justice or in any other relevant social science discipline;
  • At least four years of relevant legal and criminal justice experience within an international organisation, civil society, government or policy, research and/or advocacy organisation, including demonstrated experience in delivering training and technical assistance;
  • Excellent research and writing skills;
  • Excellent planning, organisational and communication skills, both written and verbal;
  • Ability to work under pressure;
  • Good networking abilities;
  • Ability to speak and write in English and French;
  • Knowledge of ECOWAS and West Africa will be an added advantage.

Duration of Contract: 2 years (renewable dependent on availability of funds).

Duty Post: Dakar Senegal.

Closing date: 15 April 2012.

Assumption of duties: 1 May 2012 or as soon as possible.
