Zimbabwe Aid & Debt Management Office
(ZADMO)

  • The Zimbabwe Aid and Debt Management Office (ZADMO) was established in November 2010 following the approval by Cabinet of the policy document “Zimbabwe Accelerated Arrears Clearance, Debt and Development Strategy (ZAADDS). One of the key policies enunciated in ZAADDS is the establishment and operationalisation of a Debt Management Office in the Ministry of Finance to centrally coordinate the management of Zimbabwe’s external debt. The mandate of ZAADMO is to establish good debt management practices that make a positive impact on economic development and poverty eradication programs.
  • The main functions of ZADMO among others are to maintain and to timely disseminate a comprehensive and reliable external debt database of all loans taken by Government and any of its agencies. It sets guidelines for managing Zimbabwe’s financial risks and currency exposure with respect to all external loans, mobilizes resources, and advises Government on the restructuring and refinancing of all debt obligations. ZADMO also ensures that Government subscribes to the principles of prudent debt management, sustainable borrowing and effective utilization of borrowed resources.
  • For ZADMO to effectively carry out its mandate and to drive its strategic objectives there is a need to strengthen public debt management capacity through a well-motivated staff, the recruitment of staff with the requisite professional skills, relevant technical assistance and a rigorous on-the-job training program. In this regard the Ministry of Finance is recruiting three debt experts for ZADMO to lead in the establishment and operationalisation of the Front, Middle and Back Offices in line with best international practice.

  • Back Office Expert

Job Title: Expert in Back Office operations
Reports to: Head of ZADMO
Duties and Responsibilities

  • Administer and supervise all back office operations of ZADMO.
  • Maintain a comprehensive, reliable and efficient computerized debt database using UNCTAD’s Debt Management and Financial Analysis System (DMFAS).
  • Ensure prompt and accurate settlement of external debt service obligations.
  • Register, track, record and monitor movements in the country’s external and domestic debts.
  • Conduct data validation and reconciliation with all creditors on a regular basis.
  • Maintain records of all debt contracts, disbursements, and debt restructuring.
  • Produce on a regular basis debt information, statistics and reports to meet the needs of both internal and external stakeholders, while ensuring accuracy and timely response to such needs.
  • Provide on- the- job training for officers in the back office.
  • Record all new loans and grants into the database.
  • Advice the Head of ZADMO on matters relating to back office operations.
  • Prepare and implement succession and training plans to ensure that within two years officers in the back office have the capacities to effectively and efficiently conduct their duties.
  • Monitor performance of the staff based on the agreed performance standards and indicators.

Qualifications and Experience

  • A Masters degree in Economics, Statistics or Finance.
  • At least 5 years performing similar responsibilities
  • Practical experience in managing computer based debt management systems focusing on DMFAS.
  • Proven training, capacity building and presentation skills.

  • Middle Office Expert

Job Title: Expert in Middle Office operations

Reports to: Head of ZADMO

Duties and Responsibilities

  • Provide effective day-to-day strategic direction to the operations of the middle office.
  • Coordinate all domestic and external debt management analytical work including risk analysis, annual Debt Sustainability Analysis, cost profile of the debt portfolio and the development of medium to long term debt policy and strategy.
  • Undertake research on macroeconomic issues and global best practices in debt management.
  • Coordination of debt policy with fiscal, balance of payments and monetary policies.
  • Monitor performance of the staff based on agreed performance standards and indicators.
  • Generate sovereign liability risk ratios of the debt portfolio.
  • Produce economic reports, external debt statistical reports, annual bulletin and quarterly debt status reports.
  • Produce operational manuals for the middle office.
  • Manage operational risks emanating from middle office functions.
  • Ensure compliance by all ZADMO departments with agreed strategies and benchmarks.
  • Prepare and implement capacity building and training plans to ensure that within two years the officers in the middle office have the capacity to effectively undertake their functions and duties.

Qualifications and Experience

  • A Masters degree in Economics, Banking or Finance
  • At least 5 years experience in debt management focusing on evaluating cost and risk of a debt portfolio.
  • Strong analytical skills.
  • Ability to conduct research.

  • Front Office Expert

Job Title: Expert in Front Office operations
Reports to:Head of ZADMO
Duties and Responsibilities

  • Coordinate the work plan of the front office operations and provide day-to-day strategic direction and leadership.
  • Mobilize domestic and external resources at the least possible cost and with a prudent degree of risk exposure to meet public sector needs.
  • Negotiate and contracting of new external debt.
  • Debt renegotiations and restructuring.
  • Explore and establish relationships with development partners.
  • Advise Government on domestic and external financing and refinancing sources and options consistent with the national debt strategy, borrowing policy and legal frameworks.
  • Coordinate and manage domestic debt issues for fiscal purposes, including participating in securities auctions and organizing bond issues.
  • Regularly monitor and report on domestic and international market developments which are relevant to government borrowing or refinancing.
  • Continuously monitor domestic bond market to identify threats and opportunities relating to domestic debt issuance and the pursuit of domestic market development.
  • Monitor performance of staff based agreed performance standards and indicators.
  • Capacity building and training of front office staff in line with staff training needs.
  • Produce operational manuals for the front office.
  • Manage any operational risks emanating from front office functions.
  • Monitor front office operations to ensure compliance with Government policy and middle office guidelines on cost and risk management.
  • Produce and implement training plans to ensure that staff in the front office has the capacity to effectively undertake their duties.

Qualifications

  • A Masters degree in Economics, Finance or Banking.
  • At least 5 years experience in public debt management focusing on resource mobilization, loan negotiations and aid coordination.
