OBJECTIVES OF THE PROGRAMME : FCH promotes, coordinates and implements technical cooperation activities at the country level, emphasizing the central role of family and community to foster a culture of health promotion and protection in which health becomes a social value. It focuses on the development and implementation of, maternal, child, adolescent, and sexual reproductive health, HIV/AIDS-STI and nutrition programs. FCH supports national programs, in collaboration with national and international partners, in identifying, developing, implementing and evaluating evidence-based approaches, which are mutually reinforcing and cover the whole spectrum of the life course from critical maternal and child survival actions to healthy growth and development into adulthood. The area provides technical cooperation/guidance in the design and development of research activities, policy, inter-sectoral programs and projects for family health in a primary health care context, and taking into consideration prevailing health situations, as well as socio-economic conditions. | |
Description of duties: Under the direct supervision of the PAHO/WHO Representative, and the general supervision of the Manager, Family and Community Health (FCH), in coordination with HIV-STI, Immunization, and Healthy Life Course Projects, PAHO HIV Caribbean Office (PHCO), and the Latin American Center for Perinatology, Women's Health, and Reproductive Health (CLAP), the incumbent is responsible for, but not necessarily limited to, the following assigned duties: a) Provide technical advice to the Ministry of Public Health and Population in the development of strategic actions to improve women, maternal, perinatal, infant, child and adolescent health and their access to health care in the framework of the national strategic plan for health, taking into consideration the inequities in health of the country. b )Support the Ministry of Public Health and Population in developing evidence-based, inter-sectoral health policies, action plans and projects aiming at increasing equitable access to health services for women, mothers, newborns, children, adolescent while addressing inequities and causes of exclusion to health in pursue of the Millennium Development Goals (MDGs). c) Support the Ministry of Public Health and Population in the design, implementation and evaluation of integrated health care models based on Primary Health Care (PHC) strategies, prevention and promotion of health, development of evidence-based, inter-sectoral polices and plans; especially related to maternal child health and sexual-reproductive health, in coordination with the Health Systems Strengthening team. d) Support inter-programmatic actions in aspects related to women, child and adolescent health, contributing to the strengthening of health system based on primary health care and in line with Regional Strategies for Maternal, Neonatal, Child and Adolescent Health, HIV, elimination of Pediatric HIV and congenital syphilis, and Immunization; promote effective coordination of programs and activities, harmonization and utilization of resources within the Organization. e) Coordinate and support the implementation of activities promoted by the Organization's specialized centers, mainly CLAP, to strengthen training in the areas of perinatology, reproductive health, maternal neonatal, child health and nutrition. f) Support the Ministry of Public Health and Population to formulate and execute plans, policies and projects of prevention and control of cervical and breast cancer, within the framework of sexual and reproductive health. g) Collaborate in the design, implementation and evaluation of integrated health care models based on Primary Health Care (PHC) strategies for provision of comprehensive services and health promotion. h) Advise and support the update, development and adaptation of tools and training modules, with special focus on Integrated Management of Childhood Illness (IMCI) and for maternal, neonatal, child and adolescent health care , HIV prevention, treatment and care. i) Work in collaboration with UN Agencies, partners, community, NGOs, civil society, universities, other international organizations and private sector to support actions and initiatives related to women, neonatal, child and adolescent health, HIV, elimination of Pediatric HIV and congenital syphilis, including joint work addressed to resource mobilization. j) Provide technical advice to the Ministry of Public Health and Population and collaborate with its partners to strengthen the health sector's response to the HIV epidemic and ensure universal access. k) Promote and undertake key actions aimed at supporting the implementation of social policies within the human rights framework, and taking into consideration existing legislation, prioritizing linkages between sexual and reproductive health and HIV. l) Advise and provide technical support for the development of technical and management guidelines and best practice standards for maternal, neonatal, child and adolescent health, Elimination of pediatric HIV and Congenital Syphilis, Care and Treatment of HIV, including HIV Testing and Counseling and ART, and including risk approach and appropriate technology for improving program efficiency and effectiveness. m) Provide technical support to the Ministry of Public Health and Population in establishing systems for data collection and surveillance, including special surveys and studies for monitoring progress toward achieving the Millennium Development Goals (MDGs), Universal Access targets and the Commission of Information and Accountability. n) Support in country coordinating efforts, such as the Country Coordinating Mechanisms (CCM), national alliances for maternal and child health, AIDS Commission, national networks of people living with HIV, Inter agency Coordination Committee for Immunization, non-governmental organizations, civil society, universities, other international organizations and private sector. o) Contribute to the regular evaluation of the national health sector response to maternal, child and adolescent health, achievement of universal access, identify needs, gaps and develop interventions to address those gaps. p) Promote and support research in health related to area of work, mothers, newborns, children, adolescents and HIV. q) Develop human and financial resource plans in coordination with Human Resources Development for Health (HSS/HR); collaborate in identifying qualified personnel; supervise short term consultants and temporary advisors and conduct appraisal of products/deliverables. r) Collaborate with the Country Office in the preparation of biennial programs and budgets, semiannual work plans and periodic evaluations for assigned projects. s) When called upon to directly supervise staff, establish clear work objectives, conduct timely and effective performance appraisals, provide coaching and feedback, and support staff development opportunities. t) Perform other related duties, as assigned. | |
REQUIRED QUALIFICATIONS | |
Education: A university degree in a health-related profession and a master's degree in public health, family health, or related field from a recognized institution. In lieu of a master's degree, a post-graduate degree in sexual and reproductive health or a specialization certificate in pediatrics, infectious diseases, gynecology/obstetrics from a recognized institution will be accepted. | |

Experience: Essential: Nine years of combined national and international experience in managing inter-sectoral health or development projects and programs in the area of family health with emphasis in HIV/STI and sexual and reproductive health. Desirable: Experience in policy development will be an asset. | |
Languages: Very good knowledge of French, with a working knowledge of Spanish and/or English. Haitian Creole will be an asset. | |
