Manager, Urban Renewal & Shelter

Purpose: In response to the January 12 earthquake in Haiti, the American Red Cross is developing an Integrated Neighborhood Reconstruction and Recovery Program (LAMIKA) to support local urban development in Carrefour Feuilles, Port au Prince. The program goal is to enhance community and household resiliency through sustainable and integrated interventions that provide cohesive, healthy, habitable, and secure living space/conditions. The program will focus primarily on the reconstruction and upgrading of two target neighborhoods in Carrefour Feuilles, Port-au-Prince, Campeche and Baillergeau.

The program goal is supported by three objectives:

1.To improve access to safe and healthy living environments that are sustainable.
2.To increase income and asset generation opportunities for neighborhood residents.
3.To strengthen the capacity of the Haitian Red Cross, communities, service providers and local stakeholders.

The program framework encompasses four key areas:

1.Infrastructure rebuilding: Housing, community buildings repair and reconstruction, alley way repair. Facilitate access to essential public services, such as water, sanitation and waste management.
2.Economic rebuilding: Contribute to strengthening the local economy through the restoration of livelihoods.
3.Social rebuilding: Build social cohesion through the involvement of local stakeholders and communities.
4.Institutional rebuilding: Contribute to capacity building of Haitian Red Cross, local government actors and partner institutions on Disaster Risk Reduction and health programs.

The American Red Cross (ARC) Haiti Assistance Program (HAP) seeks an experienced Program Manager in Washington DC, to provide management oversight and support to ARC’s urban renewal and shelter program in Port au Prince, Haiti.

Responsibilities:

•The LAMIKA Program Manager will work with the HAP team at headquarters to manage and support the ARC’s neighborhood reconstruction and recovery program in Port au Prince, Haiti. The successful candidate will oversee and support the program by managing the LAMIKA program portfolio.
•S/he will be expected to manage the ongoing development and implementation of the urban renewal and housing component of the recovery program and provide follow up and support to Haiti field staff. This will include helping ensure effective and efficient contracting and administrative processes.
•The LAMIKA Program Manager will work in close coordination with the HAP Manager and the ARC’s International Shelter Advisor S/he will report to the HAP Director.

Specific responsibilities include:

Manage the HAP LAMIKA program portfolio and partner relationships, including the following:

•Provide support to program development and manage the proposal review process
•Ensure programmatic and financial compliance of the program; including project start-up, agreements, budget oversight, compliance with monitoring and evaluation and reporting standards. Undertake periodic site visits, and oversee project close-out.
•Responsible for monitoring, tracking and follow up of the LAMIKA program, particularly the housing component
•Maintain strong communications with and provide technical backstopping support as needed to ARC field staff in Port au Prince, Haiti, in conjunction with ARC’s International Shelter Advisor
•Establish and manage RFP and RFA processes in relation to the urban renewal and housing program
•Support the field teams and headquarter Business Operations unit with relevant contracting and administrative procedures
•Support the monitoring and evaluation of the urban renewal and housing components of the HAP program, in coordination with M&E staff and the ARC’s International Shelter Advisor. This includes working to ensure adequate development of indicators
•Ensure lessons learned are documented and shared and work to ensure programs are modified based on new learning
•Travel as needed to effectively monitor and assist with ARC-supported urban renewal program
•Collaborate closely with related sectors, such as health, water and sanitation, and disaster preparedness and risk reduction, to support the integrated approach
•Represent ARC HAP team as necessary in internal and external meetings

Qualifications:

•Bachelor’s degree or equivalent qualification in urban planning or related field required. Master’s degree preferred
•Minimum 5 years relevant experience in urban development and shelter/housing or rehabilitation programming experience
•Site supervision and contract and/or project management experience preferred
•Minimum 1 year of management experience
•Excellent communication and interpersonal skills and the ability to prioritize, meet deadlines, and achieve results through collaboration are preferred.
•Must have excellent computer skills including knowledge of Microsoft Office applications.
•Fluency in written and oral English is required. Fluency in French is preferred.
•Must be available to travel to Haiti (approximately up to 30%).
•Experience establishing and managing contracting in the construction industry, including FIDIC guidelines an advantage
•Familiarity with current standards emergency response, in particular Sphere standards.
