Health Delegate- Trinidad and Tobago

The Delegate is based in Port of Spain, Trinidad & Tobago. The Delegate will serve as the Coordinator for Regional Health/HIV programs in the Caribbean. The delegate will lead the implementation of the Regional Caribbean HIV Program in Guyana, Jamaica, and the Bahamas. The delegate will provide support to projects in all three countries by providing: high-quality technical and managerial oversight, opportunities for linkages and cross-learning between projects’ staff, and capacity-building to our local partners, the Bahamas, Guyana, and Jamaica Red Cross Societies.

The Delegate is a part of ISD’s Latin America and Caribbean (LAC) Regional Team and reports to the Regional Director; in addition, the Delegate is responsible for the supervision of ARC’s regional delegation health staff. The Regional Director may assign additional specific program oversight responsibilities to the Delegate in the future as needs dictate.

This is a full time position for a minimum of 366 days with the possibility of extension. This is an accompanied post.

Roles and Responsibilities:

I.Program Implementation responsibilities
•Ensure that field activities are supported technically, logistically, financially and operationally with all necessary resources. Specifically, this means making sure:
•Tools and approaches are technically sound (seeking NHQ technical support as needed)
•Items are procured on a timely basis to ensure adequate available stocks of goods and resources (includes procuring on partner National Societies behalf as needed)
•To maintain timely budgets and draw down analysis
•Program work-plans are in place including country work plans developed by the implementing National Societies, reports are timely and accurate, and programs implemented as planned. This includes but is not limited to: reviewing reports and responding to/addressing problems cited in them; ensuring core reporting indicators/deliverables are being met
•Works with Red Cross National Societies (ONS) leadership and staff to increase capacity of ONS in program management.
•Visits project sites at least quarterly to provide timely, specific management and technical support.
•Conduct trainings with ONS staff and volunteers on health interventions to include but not limited to: Health education methods, technical interventions and models, monitoring and evaluation methodologies, and volunteer management.
•Ensures technical quality of design and implementation of evaluations in consultation with the NHQ M & E Team.

II.Compliance and Reporting
•Lead the submission of timely sub-recipient monitoring checklists for health projects.
•Write and submit quarterly project reports for health projects as well as activity-specific reports such as for trip reports, annual exchange meeting and quarterly in country.
•Review and submit monthly progress reports where demanded.
•Responsible for complying with external donor reporting requirements as necessary.
•Completion of annual reviews and subsequent comprehensive reports Jamaica, Bahamas, and Guyana.

III.Regional Coordination
•Facilitate regular communication between country teams to foster cross-learning and co-operation,
•Coordinate annual exchange workshop for ARC and all relevant Red Cross Movement Partners ensuring opportunities for linkages to other NS in the region and inclusive of the CRRO and Zone IFRC health staff.
•Develops and maintains active dialogue and positive working relationship with USG, donor and PVO counterparts and cultivate relationships with corporations, individuals and foundations operating in the Caribbean.
•Represents ARC and develops and maintains relations with PNS, HNS, ICRC and Federation counterparts in the region, regarding the Global Alliance on HIV and HIV programming.
•Gather information on funding opportunities for HIV and related health programming from USG institutions and other potential donor organizations.
•Build capacity of ONS to “be at the table” on a local and national level, mentoring senior project staff to represent the Red Cross, apply for funding and access different funding streams.

Qualifications:
•Bachelors Degree in public health, or related health field required, Masters degree preferred.
•Minimum of five years of experience in project implementation with a health sector focus required.
•Previous experience with HIV prevention programming in a developing country required including a proven track record of successful grant applications.
•Must have experience with training and facilitation and program monitoring. Strong written and verbal communication skills required.
•The Candidate must have the ability to work in an environment of diverse languages and cultures, and the ability to multi-task in a fast paced environment.
•Candidate must be a self-starter, be flexible, adaptable to change and have the ability to maximize results through collaboration within an organization, and with other organizations.
•Exceptional ability to remain focused on goals, to understand reporting lines in a complex system, to collaborate, work and share information transparently, and to work productively as a member of a team, required.
•Operational flexibility to meet sudden and unpredictable business needs, including ability to travel internationally, occasionally on short notice
