Job Title: Finance Coordinator

Duty Station: Bossaso - Puntland

Contract Period: One year (with possibility of extension)

Starting Date: As soon as possible

Reporting to: Area Manager - Puntland

The NRC Programme

Norwegian Refugee Council (NRC) has been present in Somaliland since early 2004 for implementation of Education, Shelter and School Feeding projects for IDPs, refugees and local population. In 2006, security and programme assessments were conducted to other locations in Somalia for expansion after which NRC opened the Puntland office (Bossaso) in October 2006.

The presence in Mogadishu and Dadaab in Kenya started early 2007. Presence was established and activities started in Ethiopia in 2011.

NRC Horn of Africa mission is supported through a Country Office in Nairobi (Kenya) with the overall objective of enhancing protection and promoting the rights of the displaced persons in humanitarian need by improving living conditions and seeking durable solutions.

Job Purpose

Finance Coordinator is responsible for overall establishment and implementation of the financial systems.

The coordinator shall ensure that the objectives are fulfilled in accordance with NRC’s mandate, policies and country specific strategy.

Task and Responsibilities

  • Ensure financial management systems and procedures are in place and that NRC’s and donors’ accounting practices and standards are adhered to
  • Oversee the financial accounting, management, monitoring and reporting
  • Assist in preparing cash forecasts, maintaining overall budget control and monitoring cash flows and expenditures
  • Ensure that all the accounts are reconciled on monthly basis and advise budget holders on anticipated overspending/underspending issues
  • Oversee all financial requests made by the projects, and ensure that NRC’s external financial obligations are met
  • Ensure accurate maintenance of all NRC financial and accounting files and transactions
  • Monitor and disburse program budgets as per approved expenditures and budget lines
  • Provide up-to-date analysis and regular reports of the financial status
  • Support Project Managers in budget preparation, revision as well as proposals development
  • Ensure proper management of accounting documents and records
  • Prepare and submit periodic financial reports as required by NRC, donors or local authorities
  • Assign duties, supervise, train and appraise Finance Officers.

  • Financial systems are implemented in accordance with NRC and donor guidelines
  • Capacity building needs for finance staff are assessed and implemented
  • Quality financial reports have been produced as required
  • Budget monitoring is done regularly, areas of concern are flagged in timely manner
  • NRC and donor financial procedures have been adhered

    Profile of Person

    Formal Education & Professional Background

  • Degree/Diploma in finance/accounting related field of study
  • Experience in personnel management
  • Experience in Grant Management an asset
  • Experience of working with refugee/IDP related issues is an asset

    Essential Skills

  • Significant understanding of complex emergencies
  • Extensive knowledge on the situation in Somalia/Kenya
  • Proven communication, interpersonal and leadership skills
  • Fluency in English
  • Strong Report writing skills
  • Computer literacy is essential

    Required skills and qualifications:

  • Degree in Accounting/Financial Management
  • A minimum of 5 years experience (experience working in an NGO is desirable)
  • Strong computer skills (good knowledge of Excel) and Report writing skills
  • Ability and willingness to work under pressure as part of a professional team.
  • Excellent interpersonal skills, including cultural sensitivity, assertiveness and negotiating skills.
  • Fluency in spoken and written English and Kiswahili.
  • Significant understanding of complex emergencies.
  • Proven communication, interpersonal and leadership skills.
  • Experience with multi-donor programmes.
  • Experience in personnel management.
