TERMS OF REFERENCE

Position Title: Senior Programme Officer - TREEMAPS

Reports to: Project Manager

Basis of employment; Full time contract – 12 months with renewal based of performance and funding.

Supervises: None

Start Date: ASAP

Location: WWF Office in Bangkok

Travel: Travel to project sites within Thailand and to meetings and workshops within the regions as required.

BACKGROUND OF THE TREEMAPS PROJECT:

TREEMAPS stands for: Tracking Reductions in Emissions through Enhanced (carbon) Monitoring and Project Support Rough estimates of forest cover loss for all of Thailand range from 0.7% to 1% per year. While efforts have been made to establish a permanent forest cover monitoring system, approaches to date are not capable of delivering the resolution or accuracy needed to take advantage of emerging opportunities presented by REDD and associated initiatives. This project will rapidly generate a cost effective, high resolution (e.g. IPCC Tier 3) forest carbon basemap as the Thai Government’s formal REDD Forest Carbon Inventory and put into place a credible, transparent carbon monitoring system. Capacity-building and the development of a sub-national pilot project design document will contribute to Thailand’s ability to design and benefit from a range of new carbon financing mechanisms and to better understand how co-benefits are identified, measured and monitored. A structured experience-sharing program will ensure that insights from the project contribute to regional uptake of forest carbon conservation and financing mechanisms.

Project activities will establish a solid foundation of policy and technical expertise and will facilitate Thailand becoming a technology and training hub for regional forest monitoring and conservation. Local, national, and regional dialogues and consultations sponsored by the project will include diverse actors so as to facilitate harmonization across multiple sectors.

The project is funded by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) and WWF Germany and WWF USA. The project duration is 3 years, from August 2011 until August 2014.

I. MAJOR FUNCTIONS OF THE SENIOR PROGRAM OFFICER:

Support project activities and assist the project manager and project staff to represent the project to the target group and interested parties. Responsible to maintain all administrative and financial documents and records for the TREEMAPS Project. Act as the key liaison point between the project and the Finance and Administration sections.

II. MAJOR DUTIES AND ACCOUNTABILITIES:

Administrative Function

• Work with the Project Manager and staff to provide administrative support to the analysis of project related information.

• Responsible for making necessary arrangements, planning itineraries and making bookings as instructed by the project manager related to project field visits, site visits, travel and field trips for project staff in respect to project activities.

• Prepare final copies of documents for the project technical and progress reports and distribute to project partners and stakeholders as required.

• Act as the contact point for the project, handle project communications.

• Assist the project manager and staff to arrange, support and undertake field trips, meeting, workshop, special events.

• Work with the Project Manager to update the intranet database for the project progress to WWF’s Global Monitoring System and back up database system.

• Coordinates with the F/A Team and informs Project Manager on any important and pressing issues arising from the project budget and financial management as well as advises appropriate solutions.

Financial Administration

• Prepare and review financial and accounting transactions and responsible to maintain up to date records and receipts to monitor all financial transactions.

• Funding and budget monitoring and control and prepare financial reports and submit in a timely manner to finance section of WWF Thailand according to monthly quarterly and as required.

• Manage project resources and update project inventory and ensure resources are

used efficiently and effectively in line with project needs and requirements.

• Coordinates with finance staff in relevant country offices to review and monitor the use and flow of funds on all project accounts according to approved budget. Liaises with donors to request for funds for the project.

• Performs in the financial procedures for the expenses of the project i.e. Travel claims and other payments.

• Coordinates with the F&A Unit Head to establish/amend project bank accounts for REDD Project when required.

IV. WORKING RELATIONSHIPS:

a) Internal: Works closely with other staff members of WWF Thailand Programme • Reports to and works under the instruction of the Project Manager • Works with and supports the project team members on programme planning, development, capacity building, representation and funding issues • Regular contact with Program Manager and Finance Manager

b) External: Interacts with government agencies and community organizations • Principle focal point for local partners and counterparts at the project site

V. REQUIREMENTS

  1. Education and Qualification • A major degree in Business Administration, Communication or other related fields.

  2. Knowledge • Proven knowledge of financial administration for the project management.

  3. Experience • At least 3 years working experience in the project administrative function is preferable. • Working experience in a local and or international NGO is an advantage.

  4. General Skills • Customer Service Orientation • Team working • Flexibility • Excellent organizational and interpersonal skills • Fluent in spoken and written Thai and high level of competency in written and spoken English.

• High level of competency in all Microsoft Office programs. Competency in MS Access would be an advantage
