Background
 
Emerging donors in the Arab Gulf are playing an increasingly important role in delivering official development assistance worldwide. According to one recent study, the combined total of development assistance provided by the three largest government donors in the Arab Gulf - Saudi Arabia, Kuwait, and the United Arab Emirates - exceeded $5.4 billion alone and averaged 0.59% of gross national income in 2008-09 - higher than the traditional donor average of 0.31%.
 
In recognition of the growing size and influence of these emerging donors, Oxfam seeks to strengthen its partnerships and engagement with a wide range of Arab Gulf institutions providing development cooperation. Leading our strategic engagement in this region will be a business development manager dedicated to identifying and securing new opportunities in charitable business trading, programme partnerships, and technical cooperation between Oxfam and Arab Gulf institutions.
 
Job Purpose
 
The Head of Gulf Partnerships will lead our strategy of building partnerships between Oxfam and leading Arab Gulf institutions in order to grow our second-hand clothing business and increase programme funding from grant-making institutions.
 
To achieve our growth ambitions, the Head of Gulf Partnerships will be responsible for developing and implementing a new business development strategy in the region; leading strategic engagement with institutions, businesses, and grant-making agencies to grow our programme funding; developing successful bids for new business; and establishing a presence and profile for Oxfam in the Arab Gulf.
 
Oxfam seeks to recruit a dynamic individual with a passion for social enterprise, a proven track record in business development in emerging markets, and experience in forging strategic partnerships to lead our efforts in an increasingly influential emerging market.
 
The location of this job initially will be in Oxford and will involve frequent travel between the United Kingdom and the Arab Gulf region. There is a possibility that the job could be relocated to the region in the next 6-12 months.
 
Reports to: Development Funding Manager.
 
Line Management Responsibilities: No immediate line management responsibilities but potential to add more staff as business partnerships grow and develop.
 
Budget Responsibilities: Head of Gulf Partnerships will be responsible for a small budget to cover office costs, travel, new business development, and other related expenditure.

  • Significant responsibilities for external stakeholder engagement and relationship management with government, business, and charitable leaders at a high level.
  • Provides specialist advice, knowledge and skills related to partnership-building in the Gulf to a range of Oxfam senior managers and staff members.
  • Management tasks are complex, not routine, and involve high degree of specialisation.
  • Responsible for building new income streams and meeting ambitious performance targets.
  • Decision-making requires significant levels of judgement based on technical knowledge, experience, and consultation.
  • Works effectively across business units at a strategic level within the organisation to ensure coherence, consistency and quality in new business development and partnerships in the Gulf region.
  • Responsible for making decisions and undertaking activities that carry significant potential financial, reputational, and programme risks for the organisation.


Key Responsibilities

Business strategy - The Head of Gulf Partnerships will lead the design and implementation of a new business strategy with Gulf institutions aimed at strengthening technical cooperation, increasing programme income, and creating new mutually beneficial trading relationships for Oxfam GB and other affiliates.
 
New business development - The Head of Gulf Partnerships will identify, qualify, and help secure new business opportunities for Oxfam in the region that are aligned to our strategies, values, and organisational capabilities. The Head of Gulf Partnerships will lead, support, and advise teams working on the development of new business propositions to Gulf institutions in order to improve Oxfam's revenue streams and partnerships in the region. The incumbent will also assist in undertaking competitor analysis and assessing the relatively strengths of potential partners.
 
Strategic engagement - The Head of Gulf Partnerships will lead Oxfam's high-level strategic engagement with senior representatives of a range of Gulf institutions ranging from bilateral government donor agencies, grant-making foundations, private sector companies, and other institutions. This will include organising the visits of high-level delegations, researching and preparing briefs, and facilitating technical learning exchanges which are intended to promote greater cooperation and more partnerships between Oxfam and Gulf institutions.
 
Establishing Oxfam's presence in the Gulf - The Head of Gulf Partnerships will lead Oxfam's efforts to establish a corporate presence in the Gulf by working to secure and maintain the organisation's legal registration, by finding and setting up a new office, by appointing and managing any new staff, and by ensuring the overall smooth running of Oxfam operations in the region to a high professional standard.
 
Building Oxfam's brand profile - The Head of Gulf Partnerships will lead and implement strategies to build Oxfam's brand profile in the Arab Gulf including but not limited to the successful delivery of a charitable gala event in cooperation with two key strategic partners, the Dubai International Film Festival and Dubai Cares.


Skills and Competence

  • Significant prior experience in new business development or marketing for a large commercial or non-profit organisation with significant proven track record of success in the Gulf region (Essential).
  • Possesses superior verbal and written communications skills in English with ability to analyse and synthesise complex issues (Essential).
  • Fluency in Arabic (highly desirable).
  • Strong negotiation skills with a proven track record of success in building partnerships in complex environments (Essential).
  • Ability to work independently and with minimal direct supervision for extended periods is (Essential).
  • High degree of discretion, tact, and cultural sensitivity in dealing with internal and external clients at all levels (Essential).
  • Strong proven ability to identify and articulate strategic and policy issues through effective oral and written briefs (Essential).
  • Demonstrated ability to work across institutional boundaries, business units, and teams in an effective and productive way (Desirable).
  • Demonstrated ability to lead the design, coordination, and delivery of new business development strategies and plans (Essential).
  • Good knowledge and awareness of issues related to Oxfam's strategic objectives and theories of change (Desirable). Knowledge of current trends in official development assistance (Essential).
Qualifications: Minimum requirement is Masters degree or equivalent in Business Administration, Law, Economics, or International Development or other relevant experience.
