consultant to conduct Baseline Study for the Foundation For Peace programme


Introduction

CARE Nederland has recently obtained a grant from the Dutch Ministry of Foreign Affairs to implement it's a programme called “Foundation For Peace”. As part of the inception phase of the programme CARE will conduct a baseline study for which it intends to hire the services of a reputable consultant or consultancy firm. Interested consultants can opt for applying alone or in a small team in which one of the consultants is the lead. Applications must be received before 23 October.
The Foundation For Peace (FFP) programme aims to contribute to sustainable peace and stability in Afghanistan, Somalia and Yemen by simultaneaously:
1.       Building the capacity of 55 civil society organizations on conflict prevention & resolution, for increased human security in 176 communities across Somalia and Afghanistan and 6 districts in Yemen.
2.       Improving the role of 12,160 women and youth (female and male) in governance, leading to increased legitimacy of governments
3.       Improving Economic Opportunities for 5090 women (Somalia, Afghanistan) and 510 female and male youth (Yemen) creating peace dividend.
 

Objectives of the baseline study

The overall objective of the consultancy assignment is to provide accurate baseline information that will be used as foundation for the monitoring and evaluation of the program.
The specific objectives are to:
1.       Determine the baseline status on outcome and output indicators as established in the programme’s logframe
2.       To review the relevance, feasibility and target setting of indicators established in the programme’s logframe
3.       To review and finalise the Monitoring & Evaluation plan established for the programme
 

Activities & Schedule

The implementation of the baseline will require travel to Afghanistan, Somalia and Yemen. The activities are scheduled to take place in November and December. The field work in all three countries needs to be completed before 16 December. The number of days planned for the internatonal consultant is around 30 days. Main activities include:
·         Produce an inception report (including review of indicators; methodology; revised schedule; and data collection tools for all indicators).
·         Review and test the data collection tools together with local consultants and staff of CARE and local partners in Afghanistan, Somalia and Yemen. 
·         Training of local enumerators on data collection tools and field-testing
·         Data collection in the field by enumerators under guidance of the local consultants hired by CARE. The local consultants ensure that the international consultant receives all completed interviews/data in appropriate and timely fashion.
·         Based on the data collected and analysed, conduct a review of the relevance, feasibility and target setting of indicators established in the programme’s logframe.
·         Review of the existing draft M&E plan and work with CARE staff to improve and finalise the plan
·         Establish a data base for storage of M&E data and train CARE staff on its usage
·         Produce final report
 

Expected Profile of the Consultant

The consultant(s) engaged to conduct the baseline studies should have the following:
·         Relevant educational qualifications;
·         Proven quantitative and qualitative research skills;
·         Proven professional expertise and experience in the area of monitoring and evaluation and baseline research;
·         Experience and expertise in the fields of peacebuilding, governance and livelihoods in fragile states;
·         Experience in working in Afghanistan, Somalia and Yemen, and/or the region;
·         Strong communicative skills and cultural sensitivity;
·         A high standard of professionalism;
·         Willingness to travel to Afghanistan, Somalia and Yemen;
·         Fluency in spoken and written English
