The Collaborative Africa Budget Reform Initiative is an international organisation working with senior budget officials in Africa. Its objective is to improve public finance management systems in Africa.
As an Equal Opportunity employer, CABRI would like to recruit a Public Finance Management (PFM) Specialist. The PFM Specialist is responsible for the implementation of CABRI programmes and projects by providing project/programme coordination, research and technical expertise. The PFM specialist takes responsibility for the planning, organisation, implementation and evaluation of allocated programme components; provides technical assistance and expertise; directs the technical operations and activities necessary to implement the programme.
The candidate will several years of experience have experience in Public Financial Management, including knowledge of one or more of the following:
• Budget systems and the budget cycle and processes including financial governance in Africa;
• Sector financing and value for money issues in public expenditure
• Programme and Performance Based Budgeting, Fiscal and Aid Transparency.
• Knowledge management, administration of (PFM-)surveys and data analysis
The ideal candidate will hold a master’s degree in Financial Management/Economics/Commerce/Public Finance Administration or a related area. The candidate will have several years of professional experience in Public Finance Administration. Strong project management experience is required. A background of working with local, national and international entities and fostering relationships in the Africa is a distinct advantage. Fluency in English is a requirement and a working knowledge of French/Portuguese will be a strong advantage. Preference will be given to Francophone Africans for this position.
