Financial Education and Financial Literacy Project 

The Russian Federation has received financing from the World Bank toward the cost of the Financial Education and Financial Literacy Project, and it intends to apply part of the proceeds for consulting services under the contract FEFLP/IC-1.32 Consultant-developer of Evaluation methodology for financial education programs within the framework of the Financial Education and Financial Literacy Project.

Evaluation of educational programs (initiatives) is a complex task and is best performed through several stages, which might be grouped in three main steps called the evaluation cycle. Evaluation should be planned as part of the program development process – in the early stages of its design, or as a new component of the existing program.

The Ministry of Finance of Russia intends to employ an individual consultant on a short-term basis, possessing necessary expertise to develop and disseminate the Evaluation methodology for financial education initiatives within the framework of the Project.

The services include:

• development of a detailed evaluation plan based on the evaluability assessment of the initiatives developed under the Project;
• development of the evaluation methodology guidelines and testing of the evaluation plan and methodology guidelines;•dissemination of the methodology guidelines among designers and evaluators of the financial educational initiatives' effectiveness. 

The consultant shall meet the following qualification requirements:

• Higher education in finance/ economics/ law/ management;
• Significant experience in development of the evaluation tools and / or in evaluation of financial education and financial literacy programs;
• Good knowledge of the English language for Russian specialists;
• Experience in participation in the consulting or training projects financed by the international financial institutions will be considered as an advantage;
• Good knowledge of the Russian language or experience in Russia is desired for foreign specialists

The Non-commercial Foundation for Enterprise Restructuring and Financial Institutions Development now invites individual consultants to indicate their interest in providing the services. To confirm their qualifications interested consultants must submit a CV (curriculum vitae), containing detailed information on the education, general working experience, experience in performing similar assignments, level of proficiency in English and other foreign languages, computer skills, etc.

A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004, revised October 2006 and May 2010).

It is expected that the services shall be provided by the consultant within 12 months from the date of contract signing.
