CONSULTANT FOR DEVELOPMENT OF TRAINING MATERIAL FOR JUDICIARY AND LEGAL BAR ASSOCIATIONS

Background

UNDP Pakistan is seeking a motivated international consultant under the overall guidance of the Chief Technical Specialist (ROL) for developing , reviewing and improving Manuals , training material , training guides for   trainers and trainees and conduct TOTs pertaining to capacity building of judiciary and Bar members. The consultant will be engaged for Strengthening Rule of Law in Malakand Programme (SRLMP). 
SRLM through provision of support to the Justice and security sector in Khyber Pakhtunkhwa Province, particularly in the seven districts of Malakand Division aims to promote an enabling environment, which will deepen the ongoing efforts to secure peace and stabilization. Under this project, assistance will be provided for institutional and capacity development to the Rule of Law institutions (justice sector) to ensure effective security services, and speedy provision of justice services.

Duties and Responsibilities

The objective of this consultancy is to develop, review and improve upon trainers and trainees manuals for Judiciary and Bar   based on findings of the TNA. The consultants will also be responsible for conducting the training of trainers exercise in specified thematic areas. 
Responsibilities:
  • Consultative meetings with UNDP, SRLM, Justice sector Stake holders and IMS
  • Study the existing and previous training/education material, handbooks, trainers’ manuals and other material produced by Judiciary and Bar Associations, UNDP and/or other stakeholders to ensure alignment with latest amendments in rule of laws and codes of conducts, as well as applicable international best practices in Rule of Law
  • Identify knowledge and understanding gaps in the training material
  • Develop, review and improve of manuals, training material and training guides for training of trainers.
  • Plan, organize and facilitate Train of Trainers Workshop and accredit facilitators as appropriate.
  • Ensure that preparations for all workshops are on time and that training materials are well-prepared and printed.
  • Ensure that participants’ and facilitators’ details and evaluations are recorded in a training database.
  • Submit the required workshop reports to the Project Manager of the SRLM
The Consultant will be responsible to provide resources for Graphic Design for development of training material as listed in the deliverables below.

  • Self-management, including conflict management/negotiating skills.

Required Skills and Experience

Education:
  • Master’s degree in law, Political Science, International Relations, Social Studies or relevant specialized degree .
  • Professional certification in Training development is an additional asset.
Experience:
  • At least 10 years of progressively professional experience in capacity building and training component related to justice sector at international level
  • Proven ability to develop modules, manuals and conducting trainings, workshops and TOTs.
  • Experience of working with donor funded projects, especially with UN agencies will be considered an added advantage.
Language Requirements:
  • Fluency in English.
