Job Description
PCI, in conjunction with Save the Children, is currently seeking a Deputy Chief of Party/Capacity Building Manager for a proposed USAID P.L. 480 Title II multi-year assistance program (MYAP) known as PAISANO in Guatemala.
The project aims to reduce chronic malnutrition and poor health of vulnerable rural families in the western highlands of Guatemala. Project objectives include: (1) strengthening community resiliency to shocks, (2) improving household livelihoods, and (3) improving health and nutrition of women and children.

Duties and Responsibilities:
The Deputy Chief of Party will assist the Chief of Party in assuring the overall success of the country program.
DCOP Responsibilities
  • In coordination with the Chief of Party, manage the day-to-day aspects of the country program operations in the field.
  • Review, implement and improve program and resource management systems in the field.
  • Develop and facilitate supportive partnerships with government and non-government institutions at national and local levels.
  • Promote PAISANO’s objectives and maximize results.
  • Ensure fluid communication and close working relationships between Save the Children and PCI.
  • The Deputy Chief of Party will integrate the Senior Management Team and participate in strategic planning and direction setting for the country program.
 Capacity Building Responsibilities
  • Lead the preparation of annual work plans and budget preparation for the program, ensure the proper and timely implementation of activities and achieve expected targets.
  • Ensure integration of the different program components. Ensure that each activity of the program is sustainable and does not have a negative environmental impact in the program areas.
  • Lead the selection of local partners
  • Develop and carry out a plan to increase the capacity of local partners for the implementation of program activities.
  • Backstop and provide technical support to local partners.
  • Ensure compliance with cooperative agreements/grants/contracts and make recommendations for improving the overall effectiveness of the program.
  • Backstop and provide technical support to the technical managers of the program to ensure planned activities are being implemented with the highest quality and on time. 
  • Support and guide Capacity Building efforts among all three SO’s.
  • Assist senior project managers in programmatic monitoring and evaluation, and continual quality improvement.
  • Ensure the highest quality of programmatic and financial reporting to donors.
  • Document best practices and prepare communications for different audiences, including the general public, Guatemalan authorities, donors and national/international conferences
Required Experience
  • Graduate degree in Development Studies, Natural Resource Management, Public Health or related field
  • Minimum of 4-6 years in similar types of leadership roles
  • Minimum of 4 years of experience in, implementing and monitoring public health and other social and economic development projects in international settings, preferably in Guatemala or Latin America.  Preference may be given to candidates with experience in Food Security programming.
  • Experience managing USAID/USG funding and familiarity with federal regulations and procedures.
  • Considerable work experience and capacity to collaborate with partners at multiple levels, including Ministry officials, NGOs (local and international), representatives of civil society and USAID partners.
  • Proven capacity to effectively manage and mentor staff with various levels of skills and experience; strong negotiation and facilitation skills.
  • Excellent inter-personal and inter-cultural skills.
  • Strong English and Spanish writing skills for report and proposal development
  • Strong communication skills in Spanish required
