General Function:
Assist the Director of Health in providing leadership to the Technical Health Team as they serve World Relief programs globally with health technical guidance related to HIV/AIDS, TB, OVC, Maternal Child Health and Nutrition. In collaboration with country offices, ensure technical expertise and best practice in strategic planning, prepare new grant proposals, and oversee quality assurance of program implementation that is empowering the church to serve the most vulnerable.
 
Specific Job Duties
In community with the local Church:
·         Guide country offices to strategic needs, opportunities, and program development in community health that is integral in outcome.
 
·         Provide guidance to country offices in funding trends and opportunities, overseeing all technical related grant proposals and implementation plans.
 
·         Seek out and nurture quality partnerships with churches, appropriate government ministries and strategic partners, including international NGOs as well as local civil and community-based organizations.
 
·         Provide technical expertise relevant to the partnerships and collaborative programs with the goal of seeing the most vulnerable people transformed physically, economically, socially and spiritually.
 
·         Identify skills-based areas of professional development for local WR staff and tailor mentoring programs related to technical areas in health and social development that will enable them to grow in their ability to understand and implement health interventions that are Integral missiologically. 
 
·         Provide technical expertise in best practice in maternal and child health and HIV and AIDS, including specialty areas of TB, malaria, nutrition, and monitoring and evaluation.
 
·         Contribute to quality assurance of programming through program review, reporting and follow up with field offices
 
·         Assist in coordinating, collection and analysis of information for, and write in full or in part, grant proposals, reports, and other documents related to acquisition and implementation of projects and programs. Lead and guide other team members and field personnel in these same tasks.
 
·         Develop and implement personal work plans that are integral in nature and  ensure 1) regular communication with WR country and regional leadership and country-specific program managers; 2) program monitoring and problem-solving strategies; 3) program manager mentoring and development; 4) monitoring of program objectives and implementation including budget compliance and integrity; 5) timely reporting as per program, donor, and marketing requirements; 6) acquisition of technical knowledge updates in the fields of MCH and HIV and AIDS.
 
Knowledge, Skills & Abilities
·         Deep knowledge of civil society and specifically the local church and the ability and willingness to implement health interventions in an integral context.
 
·         Proven skills and sensitivity in cross-cultural living, communication, understanding, and language acquisition.
 
·         Proven skills in critical thinking, program design and analysis, and articulation of program issues in team meetings and report writing.
 
·         MD or MPH with focus in global health preferred. A minimum of a public health-related master’s degree may be accepted.
 
·         Competency in a foreign language preferred.
 
·         Competent in the use of Microsoft Office
 
·         Initiative, high sense of responsibility and ability to plan, train, organize and supervise the work of others, while working within difficult cultural and physical environments always maintaining a servant-leader attitude
 
·         Ability to work with minimum supervision and to deal with problems and issues both promptly and efficiently
 
·         Ability to communicate clearly, both orally and in writing
 
·         Proven proposal and report writing abilities, assessment, analytical and planning skills. Competency in survey and statistical analysis expected.
 
·         Flexible / motivated team player
 
 
Experience Required
 
·        
·         A minimum of ten years of field-based, cross-cultural living and working and a minimum of five years of work as a field manager or director managing health or social development programs with supervisory duties over other team members.
 
·         Proven experience in program management, strategic planning, cross cultural-living and communication with references from cross-cultural country of residence.
 
·         Proven experience in working with highly-technical donors, foundations, faith-based groups, and individual donors.
 
·         Monitoring and evaluation experience including research, proposal, and survey design and analysis. Candidate must have proven experience in critical review and articulation of lessons learned.
 
·         Operations research design and implementation experience desired.
 
·         Servant heart and leadership style with keen sense of prioritizing critical concerns and addressing them within the structures of WR protocols with sensitivity, justice, and grace.
 
Physical Demands
·         Travel requiring simple living in cross-cultural setting which may include limitations in electricity and communication and modest accommodations.
 
·         Periods of heightened work activity and protracted work hours related to pressures of proposal and report submissions.
 
·         Periods of travel to remote locations and other countries—up to 30%.
 
Work Environment
Office and living accommodations in the field may be combined and office space shared.
 
·         Modern amenities (electrical, plumbing, air cooling) may not be available.
 
·         Work may take place in locations which can be volatile or lack formal security infrastructure
