The services which fall within the remit of the Deputy Director (Chief Operating Officer) enable IBCM to operate efficiently and effectively. They relate to the College’s internal operations as well as the interface with the broader local, regional and international communities. The thread that ties together all these disparate areas is a commitment to creating an overall climate that ensures a positive, enjoyable and productive experience for students, staff (whether teaching or support) and visitors to the College alike, enabling the College to take forward its motto “From Theory to Practice”. The Deputy Director (Chief Operating Officer) will report to the IBCM Director. Job Purpose The Deputy Director (Chief Operating Officer) will help to ensure the continuing academic success and development of the College through the provision of excellent and cost-effective support services. Leading a results-oriented team that serves IBCM’s stakeholders and mission, s/he will work in partnership with the Director to create and implement a strategic planning and alignment process that engages stakeholders, identifies customer requirements, and defines roles and responsibilities. S/he will embed organizational goals and objectives in departmental work plans and create a reporting system so that progress is transparently communicated and challenges are highlighted and addressed. The Deputy Director (Chief Operating Officer) will be responsible for the strategic leadership, management and development of a number of the College’s major professional and support service functions. These will include the management and successful service performance of Registry & Administration, Finance & Procurement, Human Resources, Estates & Facilities Management, Marketing & Communications, IT Services, Library Services, Student Services and Health & Safety. S/he will work in close cooperation with the Director, deputising in his/her absence.

Background:

The International Business College Mitrovica is a teaching institution for students of 18+ years, which offers internationally recognised 2-year vocational diplomas and 3.5-year Bachelor Degrees in the fields of Business, Public Administration and Environmental Studies. Delivering top class teaching to the highest European standards, the College (IBCM) is also characterised by its application-oriented approach, which ensures that its graduates hold a qualification that is relevant to the rapidly developing regional job market. Responsibilities:

1. Lead and manage the non-academic operations of the College with delegated authority from the Director. 
2. Ensure that all appropriate legal/financial controls and measures for the areas of responsibility identified in the Job Purpose are in place, are actioned and are auditable. 
3. Develop an appropriate strategy for the College’s professional and support service functions, agreeing realistic deliverables in terms of time and budget with the Director of the College and, the functional service heads 
4. Direct the successful management and performance of the following functions: Registry & Administration, Finance & Procurement, Human Resources, Estates & Facilities Management, Marketing & Communications, IT Services, Library Services, Student Services and Health & Safety, ensuring they remain fit-for-purpose and cost effective. 
5. Act as a member of, and advise, the Management Team as appropriate. 6. Lead and motivate teams, ensuring clear, delegated authority with appropriate arrangements for regular monitoring and review. 
7. Work closely with the Director, the Quality Assurance Officer and the Heads of Academic Departments, to drive efficiencies across all support and academic services, to remove waste and duplication. 
8. Develop and oversee the College’s budget to ensure value for money and be responsible for ensuring that the budget and performance against budget is fully reviewed on an annual basis. 
9. Ensure that information systems are in place which provides robust data to support the management of the whole College. 
10. Develop and implement appropriate risk management policies and practices. 
11. Advise the Director, Management Team on changing policy, procedures and operational requirements, recommending actions to adjust strategy where appropriate. 
12. Support the Director in developing strong partnerships with other Higher Education Institutions (within and beyond Kosovo) to generate greater collaboration, provide progression opportunities for the College’s students and raise standards of provision. 
13. With the Director and Management Team, develop effective marketing and communication strategies and represent the College externally, liaising with strategic partners in the academic, business and governmental world, to advance the best interests of the College. 
14. Seek out and establish innovative development opportunities for the College, including business and community partnerships which will facilitate a wide range of education and training opportunities. 
15. Work closely with local schools, other Colleges and training providers to develop the most effective provision for the local and regional community. 
16. Help to develop and progress the College’s sustainability agenda, especially in ensuring the effective and environmentally sensitive management of the whole College estate, including the development of new campus buildings whether for teaching, administration or student accommodation purposes. 
17. Where appropriate, act as Project Sponsor to implement business cases/objectives, as agreed with the Management Team, reporting to the Director Manage continuing professional development, internal collaborations and external networks, in order to contribute to service quality, and support excellence and innovation in research and teaching. 18. Make certain that the College at all levels is committed to the development and personal growth of all the individuals it employs or serves. 
19. Demonstrate the College’s values through behaviour at work, including carrying out duties and responsibilities in respect to equality and diversity, health and safety, and ensuring that the College embraces the principles set out in Article 2 of the Law on Higher Education in the Republic of Kosovo, 2011. 
20. Undertake any other duties as reasonably delegated by the Director

Requirements:

Qualifications:

• Hold a relevant postgraduate leadership or management qualification (e.g. MBA)
• Be able to speak, read and write excellent English Background & Experience
• Significant leadership and management in a small to sized organisation
• Building and executing strategy and implementing strategic objectives and change in a small to medium sized organisation 
• Full organisational management processes and operations for an organisation with a turnover in excess of €5 million
• Executive level strategic thinking and ability to operate at Board level
• Programme and project management in relation to change delivery, with a track record of successful management and delivery Knowledge 
• Operational management and transformation within Higher Education 
• Current developments in Higher Education nationally and internationally
