JOB CONTEXT: With the support to activities in the different countries in the region, mainly focusing on service delivery (support to physical rehabilitation in Palestine, Lebanon, Community Based Rehabilitation in Egypt and Jordan, delivering of direct assistance to Persons with Disabilities in Iraq), Handicap International is promoting the emergence of a disability movement of the region, taking benefit of the existence of regional dynamics. With experience sharing, in-depth research on the actual disability situation, regional training, support to initiatives of advocacy at local, national and regional levels, Handicap International contributes to build the capacity of DPOs, small groups and individual themselves as actor of change in the region. The programme is present in Egypt, Iraq, Jordan (where the Jordan mission and the regional team are both based), Lebanon and Palestine. It should be soon present and active as well in Yemen.
JOB DESCRIPTION: Challenges and goals: The position is part of the management team of the Middle East programme and is directly under the line management of the regional field programme director. Your main responsibility will be to ensure the overall management, coordination and quality of the finance, HR, general services and administration of HI in the Middle East. Managing a regional finance and administration team, the post also ensures the supervision of all the administration team of the different missions of the programme and the coordination on those issues within the programme and with HI headquarter. You will be involve with regular monitoring or support visit to the different missions in Egypt, Lebanon, Palestine and Iraq.
The post requires senior, strong working capacities, managing complexity, dealing with 5 country contexts (with 3 locations in the oPt –Jerusalem, Gaza and Ramallah- and soon a new mission under opening in Yemen) and a big variety of stakeholders and donors.
Despite very good progress achieved so far, you will need to invest a lot to meet with the daily requirements of the position and the ambitious regional programme, continuously reinforce the programme capacities and quality management and to consolidate the organisation in this field.
Your Mission will be as follow: 1. Administration, logistics and general services: Establish and ensure the implementation of the administration and organisation framework 2. Human Resources : Establish and ensure the implementation of proper Human Resources policies 3. Finances: Supervise the whole finance management of the programme 4. Management of the Administration Unit: Ensure a clear framework of roles and responsibilities for each member of his/her team 5. Coordination of administration within the programme and with the HQ: Ensure coordination mechanisms on Administration aspects between the Administration Unit and the different missions / units of the programme and the HQ
CANDIDATE PROFILE: Mandatory: You will have: • Masters degree in economics, finance or a related subject • Minimum of 5 years experience as an administrator in an International NGO • Strong financial management and Human Resources experience • Proven experience in grants management with main institutional donors (USAID, EU, UN bodies) • Hard worker able to deal with complexity at different levels and with sometime serious deadlines, pressure and conflicting priorities • Ability to work under high pressure within a complex and constantly evolving context
Complementary: • Good knowledge of French and / or Arabic
REQUIRED LANGUAGE SKILLS: FLUENT ENGLISH
JOB ENVIRONMENT: The situation in the Middle East has been and remains difficult and unstable in most of its countries. Instability in the region has played a role in aggravating an already weak regional economic situation. All economic sectors are affected, especially tourism, the main source of income of many countries in the region. Nonetheless, in all these countries, civil society is trying to face up by organizing itself through associations or civil movements the level of education is fairly good and there are many very good professionals, including in the field of disability.
EMPLOYMENT CONDITIONS: Salary: “salary bracket” € gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children Or Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children
