Characteristic Duties and Responsibilities:
International Business Development:
• Develop a thorough content knowledge of WDI initiatives, especially that of HCR Initiative.
• Identify new business and partnering opportunities that take advantage of current trends in donor funding as well as leveraging WDI’s capabilities and resources.
• Assume ownership of the business development process from opportunity identification to proposal preparation and submission.
This task includes:
- Write grant proposals.
- Assemble respective research and technical teams for proposals.
- Lead or contribute to the development of the technical approach, personnel and management sections, corporate capability statements and budgets.
- Prepare scopes of work and budgets for external consultants and partner organizations as required.
- Work closely with the institute’s research and technical experts on partnering decisions.
- Work closely with partner technical writers, if any, to ensure the proposal is responsive to the evaluation criteria of the solicitation.
- Track deadlines and timelines and inform the Director of DCS of any potential problem in meeting deadlines.
- Track the status of proposals after submission.
- Convene post proposal debriefing meetings to discuss processes, other issues and lessons learned.
• Prepare and assist in negotiating teaming agreements, Memoranda of Understanding, sub-contracts with existing and new partners/funding agencies.
• Provide content for marketing materials including brochures, web pages and correspondence as required.
Project administration:
• Provide technical, financial and administrative support for DCS’ funded projects as assigned, especially related to HCR.
• Engage in daily communication with WDI’s field teams and counterparts to proactively address management issues, troubleshoot potential technical and contractual issues, as well as personnel issues if and when they arise.
• Provide support in the recruitment of short and long-term international staff and consultants.
• Closely monitor consultants and subcontractors, including budgets, obligations, and scope of work negotiation and adjustments.
• Work with field teams to prepare and monitor implementation of work plans, quarterly reports, and other donor agency deliverables.
• Ensure compliance with all provisions of donor contracts (e.g., USAID contractual regulations) and WDI policies.
• Serve as main point of contact with WDI field teams on administrative and contractual issues and on technical issues as raised by the DCS. This includes consistent email/phone follow-up, and sending all travel, personnel, and procurement related approvals.
• Quickly respond to all other client requests and requirements as needed.
