HEA Technical Officer - DRR/Community Resilience World Vision Canada

This position is within the Humanitarian and Emergency Affairs (HEA) team. The Technical Specialist will provide support for World Vision Canada’s Resilient Development Programming through involvement in Disaster Risk Reduction and Community Resilience integration into programming (both development and relief). This position will enhance the organization’s ability to understand vulnerability to natural hazards, including those related to climate change, conflict and poor governance - and to inform WVC’s programmatic and policy approaches to fragility and resilience in order to drive positive change for children in the world’s toughest places.  Reporting directly to the Senior Program Manager, HEA, the Technical Specialist will also provide support on an as needed basis to disaster preparedness, emergency response and post-emergency program support including  project development and write up, monitoring, evaluation and reporting of projects. This consultative position relies on the establishment and maintenance of long-term relationships with stakeholders, particularly WVC development staff and field based staff.
The responsibilities of this position include:

PROGRAM SUPPORT
 •Provide support to the World Vision Canada resilience working group in the development of a holistic resilience framework for World Vision Canada
•Assist the Senior Program Manager HEA by putting together project proposals as well as providing proposal project
•Support the development and implementation of a programme model for resilience and disaster risk reduction in long term development and fragile context programming
•Support field personnel on project/program implementation issues and provide recommendations for program interventions and adjustments
•Support capacity-building for WVCanada and field office staff in collaboration with WVI and regional DRR advisors

PROGRAM DESIGN, MONITORING, EVALUATION & REPORTING •Advise WVC Program Managers/Regional Teams on the design, implementation, and monitoring of DRR and CR projects with a focus on impacting the most vulnerable children
•Monitor and assess project inputs, providing recommendations for standardization of protocol and conformance levels, designed to reflect WVC development principles and quality of ministry standards
•Undertake field monitoring trips based on an agreed upon schedule and report on program activities and progress accordingly
•Review report submissions from field partners with an emphasis on variance reporting; RBM; ongoing project monitoring and follow up on detailed implementation plan achievements as needed
•Ensure that programs are designed to reflect World Vision Canada emergency relief and recovery needs assessment, response and quality of ministry principles
•Support the integration of DRR in new program designs and grants

SUPPORT FOR OTHER HEA PRIORITIES
 •Participate in all HEA meetings
•Attend relevant internal and external meetings as they relate to the regions of  responsibility
•Provide strategic input in other areas identified as key by HEA – humanitarian principles, issues, standards, advocacy, etc
•Establish and maintain long-term relationships with stakeholders, particularly WVC development staff, HEA staff and field based staff as needed.

Minimum Requirements:

The successful candidate should possess at the minimum an under-graduate degree in International Relief and/or Development or a related major, at least 1-2 years of relevant field experience, and be entitled to work in Canada. Experience in DRR and Resilience with a strong understanding of resilience spanning natural hazards and climate change inclusive of conflict issues is expected.  An understanding of the relationship between resilience and DRR and child well-being is desirable. Requirements also include: strong communication skills; proficiency in MSOffice, Outlook and Lotus Notes, as well as some experience working cross-culturally; proven problem solving and facilitation skills; the ability to network, especially within NGO and governmental contexts; computer literacy; knowledge of and sensitivity to gender issues; RBM and logframe design, and the ability to travel internationally, possibly at short notice.
