Salary range : £43,166 - £54,681 gross per year plus benefits

Description of Saferworld and policy programme:

Saferworld is an independent non-governmental organisation that works to prevent violent conflict and build safer lives. We work with civil society, governments and international organisations to encourage and support effective policies and practices through advocacy, research and policy development, and through supporting the actions of others.

We have a strong thematic focus to our conflict prevention work prioritising: access to security and justice services; arms controls; aid and conflict; and governance and peacebuilding. We contribute to lasting change in specific countries and regions and internationally through a combination of research and policy development, advocacy and through supporting practical action at the local level in conflict-affected societies. We currently have country and regional programmes in Central and South Asia, the Caucasus, Eastern Europe, the Horn and Great Lakes regions of Africa and the Middle East and North Africa. We use evidence and experience from our in-country programmes to bring the voices of those affected by conflict and fragility into policy processes that affect them and to make recommendations to international policy makers which lead to real changes on the ground.

We are looking for a Head of Policy to lead and co-ordinate our well-established policy team that is currently focusing on a range of priorities including: peace and security in the post-2015 agenda; the impact of ‘Rising Powers’ such as China and India on conflict and fragility; the global initiative to negotiate an international Arms Trade Treaty; delivering security and justice for all in conflict-affected environments; gender, peace and security.

Job Purpose:

To lead, develop and manage Saferworld’s policy team within the Policy and Communications Division (PAC)

To lead the development and implementation of strategies and projects within Saferworld’s main thematic areas including:

• security and justice sector development 

• aid and conflict 

• arms control 

• governance and peacebuilding

Duties:

1: Lead the development of plans and strategies 

• Lead the development and implementation of Saferworld’s thematic strategies for conflict prevention including: security and justice sector development; aid and conflict; arms control; governance and peacebuilding 

• Manage and contribute to the provision of thematic expertise to the development of other relevant strategies and plans including Saferworld’s advocacy, communications and country strategies 

• Lead the development of Saferworld’s organisational positions on specific thematic issues and priorities in close coordination with Saferworld’s geographic teams and policy advisors around the world, and support and monitor their integration with country and thematic strategies 

• With the Head of Advocacy and Communications and relevant thematic advisers ensure Saferworld’s thematic priorities are integrated into Saferworld’s advocacy and communications programmes targeting decision-makers and opinion-shapers in international and regional institutions, multilateral organisations, key national governments and civil society 

• Manage the policy team’s contribution to regional programmes 

2: Organisational leadership and cross-organisational learning 

• Actively participate in Saferworld’s Organisational Management Team and contribute to the preparation and implementation of Saferworld’s organisational strategic plan and annual business plan 

• Lead and inspire staff to develop and implement the Strategic and Business Plans 

• Play a role in developing organisational systems and policies 

• Promote internal lesson learning within and across programmes 

• As a member of the Organisational Management Team work to ensure the effective integration of cross-cutting themes (such as gender and conflict sensitivity) and functions (such as advocacy, communications and capacity building) 

• Work closely with members of Saferworld’s geographic teams to identify knowledge and capacity gaps and develop strategies and plans for addressing them 

• Ensure that lessons learned from Saferworld’s geographic work inform the development of Saferworld’s thematic policies and plans and its research agenda 

3: Policy research, advocacy and communications 

• Lead Saferworld’s policy research programme across the four main issue areas 

• Identify new and emerging issues of relevance to Saferworld and work with colleagues to develop appropriate strategies to take them forward, including leading the development of Saferworld’s research agenda; networking with current and potential partners; building new alliances 

• Identify and facilitate opportunities for policy dialogue and problem-solving on priority Saferworld issues amongst a range of decision-makers and opinion-shapers within international and regional institutions, multilateral organisations, key national governments and civil society 

• Undertake high-level representation for Saferworld at conferences, seminars and other events and act as a Saferworld spokesperson on relevant issues as appropriate 

• Manage and contribute to the development of Saferworld’s partnerships in relevant fields of expertise and influence, in particular in relation to security and justice (including policing) 

• Undertake high-level technical accompaniment and representation as appropriate 

• Build and maintain relationships, partnerships and networks with policy-makers in other organisations, agencies and institutions 

4: Project design, implementation and people management 

• Contribute expert policy advice and analytical rigour to the design, implementation and review of thematic and geographic projects 

• Provide quality control and editorial input into thematic publications, policy briefings and other materials as appropriate 

• Contribute to the delivery of relevant organisational commitments including helpdesks, secondments and exchange visits 

• Line manage the Senior Conflict and Security Advisors and other thematic advisors as appropriate 

• Manage external consultants as appropriate 

5: Fundraising and financial management 

• Lead the development and management of the policy team’s annual budget and contribute to the development of the organisational budget 

• Ensure policy staff understand and apply financial management and control policies, including working within approved budgets to deliver on agreed priorities 

• Oversee the timely completion of the programme’s reporting requirements 

• Develop and implement a funding strategy for the policy programme including working with the Funding Team to source potential funding opportunities; developing and submitting concept notes and proposals; ensuring regular engagement with representatives from the international donor community; overseeing the timely completion of the programme’s reporting requirements 

PERSON SPECIFICATION

The successful candidate will need:

• A Masters’ degree (or equivalent) in international relations, political science or a related field 

• Five years’ experience in a policy or advocacy post (of which at least two years has been in a senior management capacity) 

• Strong knowledge and experience of working on one or more of the following: conflict prevention and reduction; security and justice sector development; aid effectiveness; arms control; gender, peace and security 

• An excellent understanding of the discourse on conflict prevention, the international policy environment in which this and related issues are addressed and the range of actors involved 

• Experience of managing high-performing and diverse teams 

• Proven ability to motivate, engage and persuade different audiences 

• Proven experience of working in partnership with NGOs and other civil society organisations and networks 
• Experience of relating to government officials at a senior level 

• Proven ability to undertake and lead on strategic planning, programme development and evaluation and organisational learning 
• Knowledge of security management processes 

• Experience of donor liaison and fundraising (including reporting to donors) 

• Experience of budget development and financial management 

• High level communication skills, including experience of communicating effectively across cultures and with diverse audiences, both verbally and in writing 
• Excellent written and spoken English. 

• Ability to undertake extensive travel (up to 3 months each year) 

TERMS AND CONDITIONS

Probation: There will be a probationary period of three months

Leave entitlement: There are 28 days holidays a year (Jan-Dec) in addition to relevant public holidays Annual salary range: £43,166 - £54,681 gross per year plus benefits

Pension: 7% contribution to a personal pension fund after six months’ service Hours: Standard working week is 37.5 hours
