The Civilian Technical Assistance Programme (CTAP) is an Afghan government programme that aims to create stronger government institutions with more effective structures, efficient processes and skilled personnel. It assists Afghan government organizations to implement capacity development and performance improvement programmes by providing them with skilled international technical experts and capacity development advisors. The Civilian Technical Assistance Programme is implemented through a Secretariat, which is under the Ministry of Finance. CTAP is now seeking an international Capacity Development Advisor, to work in the CTAP Secretariat. Nationals of countries in the region of Afghanistan and Afghan expatriates are especially encouraged to apply for this position.
Nature and scope of assignment:This assignment involves supporting the operations of CTAP, especially operations related to supporting the capacity development of CTAP Secretariat and client agencies. It will also include responsibilities for designing and developing new projects and capacity development facilities for the CTAP programme. The successful applicant will be expected to work with and through his/her Afghan national counterpart, and to progressively transfer skills and responsibilities to them. This position does not involve management or line responsibilities.
Duties and responsibilities:
Working with the National Capacity Development Specialist as counterpart, under the supervision of the Programme Director, the Capacity Development Advisor will: • Work with agencies requesting CTAP support to guide them through the CTAP application process • Assess completed CTAP applications, provide feedback on them and assist requesting agencies to make necessary revisions to them in order to ensure quality and compliance with the CTAP approach • Evaluate the application process and the accompanying documents and improve and/or streamline the process as necessary • Assist the requesting agency and the CTAP Human Resources team in formulating and reviewing TORs for agreed advisors in order to ensure consistency with the CTAP approach • Brief new advisors on the CTAP approach to capacity development and provide ongoing technical support to them on capacity development-related issues • Produce tools, guidelines and frameworks to support capacity development by advisors and in client agencies • Assist the Programme Director and Communications Specialist in external communications and fund-raising for CTAP as needed • Work with key stakeholders to identify possible new CTAP facilities and assess their feasibility • Design and document new CTAP capacity development facilities that have been proven to be desirable and feasible • Produce an updated CTAP programme document, based on a review of existing programme performance, stakeholder consultations and other relevant sources of information • Ensure progressive transfer of all responsibilities and duties to the national Capacity Development Specialist • Assist the Communications specialist in the preparation of CTAP reports and other documents • Coach and mentor the National Capacity Development Specialist and other members of the CTAP team, in order to support their professional development
Deliverables:
The deliverables of the Capacity Development Advisor are: • Completed applications to CTAP from client agencies, consistent with CTAP approach • Refined and improved request process and documentation • Technical support and technical support materials delivered to advisors and client agencies • Assessments of proposed new capacity development facilities • Detailed designs for feasible capacity development facilities • Updated 5-year CTAP programme document • Fully trained national counterpart able to discharge all functions of position
Skills, experience and qualifications required
Experience:10 years total with at least 5 years relevant Nationality:International Gender:Any Qualifications:The successful candidate should have the following skills, experience and qualifications: • Undergraduate degree, Masters Degree preferred. An advanced degree relevant to development and or management is a strong plus, for example: Masters in Public Administration, Masters in Public Policy, Masters in Business Administration, Public Policy, Economics, Development Economics, International Development, etc. • Total of 10 years experience, with at least 5 years of relevant experience. Relevant experience should be in areas such as capacity development, organizational development, change management, human resource development or programme design and development. • Previous experience of capacity development and programme development (especially development of programmes related to capacity development). • Demonstrated history of producing excellent written documents including reports, funding proposals and capacity building materials. • Demonstrated history of working with and through counterparts. • Previous experience of working in public sector in developing countries. • Previous experience in under-developed, insecure or post-conflict environments a plus • Fluency in Dari and/or Pashto a plus
Afghan expatriates and nationals of countries in Afghanistan’s region are especially preferred for this position.
Afghan expatriates who currently hold MCP Employment Contract are not eligible to apply for CTAP Positions.
