Human Resource for Health Advisor , Kabul- Afghanistan


The Ministry of Public Health is the Afghan Ministry responsible for formulation of National Health Policy and Plans. It also helps to provide guidance and assistance for the implementation of such policies and plans, at National, Provincial and District level. The Ministry is focused through it’s vision to provide “Better health for all Afghans in order to contribute to economic and social development” and as chosen to do so based on the following values: ’Right to a healthy life; greater equity; concern for women, children and other socially disadvantaged groups; and the need to address the problem of poverty by being pro-rural”.
The Civilian Technical Assistance Programme (CTAP) is an Afghan government programme that aims to create stronger government institutions with more effective structures, efficient processes and skilled personnel. It assists Afghan government organizations to implement capacity development and performance improvement programmes by providing them with skilled international technical experts and capacity development advisors. On behalf of the Ministry of Public Health, CTAP is now seeking to fill the position of Human Resource for Health Advisor to work in the Ministry of Public Health’s Directorate of Human Resources, under the management of the General Director Human Resources. This position is open to international passport holders only: Afghan expatriates and nationals of regional countries are especially encouraged to apply.
Nature and scope of assignment:
This assignment involves supporting a government-led capacity development programme within the Ministry of Public Health’s Directorate of Human Resources. Under the supervision of the General Director Human Resources, the successful candidate will provide technical advice, management support and technical inputs required to allow the Ministry of Public Health to achieve its objective of having sufficiently qualified and trained human resources in order to implement its strategy. The successful applicant will be expected to work with and through his/her Afghan national counterpart, and to progressively transfer skills and responsibilities to them. This position does not involve management or line responsibilities.
Duties and responsibilities:
Working with Human Resource Management Team as counterpart, with assistance from the CTAP Capacity Development team, and other relevant individuals, the Human Resource for Health Advisor will: • Do a comprehensive mapping of all the stakeholder in the Health Sector who would be included under the following definition, “All people engaged in actions whose primary intent is to enhance the health sector in Afghanistan (from within and from outside Afghanistan).“ • Included in the stakeholder mapping: o Description of mandate, objectives and current and planned activities o Resources available in terms of information and information sharing (particularly in terms of access to the internet or other electronic communication networks.) • Assist the DGHR in developing a implementation plan for the WHO Human Resources for Health Observatory. • Conducting country assessments to ensure a better understanding of the landscape of health workforce development in the country. • Conducting research on HRH issues (i.e. to understand the situation better, to evaluate the impacts of interventions), which will depend on the joint workplan as well as the interest and workplan of stakeholders and donors. • Support the DGHR to establish networks of country HR experts and institutions to enhance the debate and information sharing on HR issues. • Support DGHR with dissemination and sharing information and evidence through various resources. • Support the improvement of communication within and externally towards the clients of the DGHR, in terms of how this can be enhanced through the use of computerization. • Assist the Ministry in developing a medium term HRH strategy. • Develop an action plan that will enable the Ministry and it’s DGHR to fulfill its leadership responsibilities within the Health Sector with regards to HRH. • Mentor and coach the designated nationals in order to support their professional development and enable them to discharge their responsibilities more effectively
Deliverables:The deliverables of the Strategic Planning and Programme Design Advisor are:
• Health Sector Human Resources Mapping • Strategy and Implementation plan for WHO HRH Observatory. • Established forums or network for information gathering and dissemination with Health Sector. • Professional development policies and systems • Staff performance management systems • Trained and qualified Human Resource Development and Management Systems in place
Skills, experience and qualifications required
Experience:8 years total with at least 4 years relevant Nationality:International Gender:Any
Qualifications:The successful candidate should have the following skills, experience and qualifications: • An undergraduate degree in Public Health; Masters degree and/or professional qualification in Management or Human Resources a strong plus • At least 7 years of work experience, with 4 years of experience working in human resource development and management a strong plus • Demonstrated experience of developing Sector networks for gathering and disseminating information. • Public relations experience. • Public–Private partnership experience. • Good team worker, capable of working effectively in a very challenging environment • Previous experience in under-developed, insecure or post-conflict environments a plus • Fluency in Dari and/or Pashto a plus
Afghan expatriates and nationals of countries in Afghanistan’s region are especially preferred for this position.
