OBJECTIVES OF THE PROGRAMME :
Information Technology Services (ITS) provides leadership and direction in the deployment of information and communication technologies and systems to support the Pan American Health Organization/Regional Office of the Americas of the World Health Organization (PAHO/WHO) in carrying out its mandate. ITS establishes and maintains strategies, policies, standards and procedures to ensure the effective and efficient provision of information and communication services in a geographically dispersed environment.
Description of duties:
Under the general supervision of the Manager, Information Technology Services (ITS) and the direct supervision of the Senior Advisor, Applications Development and Support (ITS/AO), the incumbent is responsible for, but not necessarily limited to, the following duties:
a) Provide information technology technical support for the development of workflow solutions for Administrative Entities' related projects from conceptualization to completion; contribute in technical meetings to identify needs and recommend solutions;
b) Develop, customize/enhance the SharePoint 2010 related applications as required by the Organization's business owners and work with other staff to migrate legacy administrative SharePoint sites;
c) Develop, customize/enhance web-based applications as required by business owners using ITS standard tools, procedures and practices;
d) Perform SharePoint administrator tasks and assist in troubleshooting issues within the SharePoint environment;
e) Work with end users to document business requirements and translate them into technical specifications, using traditional or rapid development techniques as appropriate;
f) Design, code, test, and implement custom solutions, in accordance with system requirements and appropriate standards, using application development software; using traditional or rapid development techniques as appropriate;
g) Perform maintenance and enhance existing applications and solutions using ITS standards and procedures including proper documentation and version control;
h) Create and support SharePoint connectivity to backend Line-of-Business databases;
i) Prepare documentation of requirements, design, databases, code, implementation, operation and other system components using data modeling and text processing tools, in accordance with established standards;
j) Provide technical support to users and providers (IT Service Desk) in identifying sources of problems; analyze and develop temporary and long-term solutions to those problems;
k) Perform other related duties, as assigned.
REQUIRED QUALIFICATIONS
Education:
A bachelor's degree in computer science, information systems, engineering, or a field related to systems analysis and software development from an accredited university.

Technical Expertise
- Technical expertise as developer using Visual Studio .Net (ASP .Net, C#, VB); SQL Server stored procedures, functions, views, transformation services, Reporting Services; XML, AJAX, XSLT, JQUERY, Web Services, and SQL administration; specific products such as: Microsoft SharePoint Administration, IIS and MS Windows Server, MS Windows programming technologies.
- Practical knowledge and skills working with code management tools such as Visual Source Safe or Team Foundation Server.
- Practical expertise in developing/customizing, supporting and debugging SharePoint Designer applications.
- Ability to develop and utilize SharePoint components including web parts, templates, forms, content management, business intelligence and workflows.
- Ability to work collaboratively and use technology effectively and creatively to communicate information techniques.
- Ability to create and advocate innovative approaches to facilitate and enhance knowledge sharing capacity, including the use of social tools and networks, as well as monitoring these processes.
- Ability to manage multiple issues and tasks in a complex organizational environment and to re-prioritize actions on short notice.
- Excellent organizational and analytic skills combined with strong professional oral and writing skills including the development of reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.

IT Skills
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint and Outlook; other IT skills and knowledge of other software programs such as Visio, Microsoft SharePoint and Project is required, in addition to the technical areas outlined under technical expertise.
Experience:
Five years of combined national and international experience in the information technology area, including application of management information processing techniques and developing web application solutions. 
Languages:
Very good knowledge of English or Spanish with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.

Annual salary: (Net of tax)
US $46,730. at single rate
US $49,820. with primary dependants
Post Adjustment: 48.4 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
