Médecins du Monde Medical coordinator (M/F) for Syria


Since 15th of March 2011, following the demonstrations in Dera’a and then in the major cities of Syria, the situation has been worsening. Protesters demand the resignation of President Bashar al-Assad, the overthrow of his government, and an end to nearly five decades of Ba’ath Party rule. The conflict between the Syrian army and opposition resulted in massive displacements of populations within the country and, into adjacent countries. International community tries to solve the problem, for the moment however, proposed solutions failed. In February 2012, MdM decided to launch the exploratory mission in the 3 Syria neighboring countries. Assessment of the humanitarian needs, MdM’s network as well as the local medical partners’ revival and the prepositioning for the intervention inside of Syria as soon as Syrian border will be open for humanitarian aid, were the goals of the mission.
TASKS AND RESPONSIBILITIES:
The medical coordinator is in charge of the implementation, follow up and supervision of the different medical activities for the syrian crisis. He will coordinate the activities of MDM team inside the post-op and rehab center. He will coordinate medical aspects of our support to different partners. He will participate to the emergency preparedness. He will participate to the elaboration of our strategy and our activities in Syria: assessment of the needs, implementation of medical activities, including the definition of the HR set-up needed
More specifically: 1. Team management • Support and supervision of MDM medical team inside the rehabilitation center • Organise regular meetings, briefings and debriefings with the medical team • Participate to the recruitment of any medical local staff (if required) • Emphasize on capacity building of the national medical team especially (until now no national medical staff). • Support and supervision of MDM medical team.
  1. Program Management • To participate to the development of the general strategy on MdM activities with the General coordinator and the team • To make sure the different components of the program are consistent and in link with population needs • To react to any change by adapting the program if necessary (outbreaks, new needs arising, opening of new programs, and influx of returnees, IDPs…) • Implementation of medical activities in link with the needs of IDPs or population inside Syria (training of doctors, training on health education, capacity building on reporting, pharmacy management etc ..) • To develop the analysis of the medical data • To monitor on a regular basis the different components of the program and to set up corrective measures in case of need.
  2. Coordination with NGOs, local associations • To participate to the different medical meetings • Work in close collaboration with the UOSSM in the rehabilitation center, and insure that the MoU is respected. • To ensure coordination with medical partners • To evaluate the needs and request of our partners (in particular for indirect and direct help inside Syria)
  3. Management of medical stock and logistic chain for medical purchase
    • To supervise medical purchase process
    • To ensure the supervision of the pharmacy (consumptions, orders & inventory) in link with logistic team
    • To co-operate with the administration team regarding budgeting relating to medical purchases.
  4. Relationship with the Emergency desk and RM
    • To follow up medical issues and sharing of information in particular with medical referent
    • To realize weekly / monthly report
    • To participate in the writing of donors activity reports

CONDITIONS OF EMPLOYMENT:
Starting: ASAP Duration: 6 months (renewable)
Contract: VOLUNTEER (French law) Monthly allowance: 915 euros / months (+ perdiem)
SKILLS AND EXPERIENCE NEEDED:
  • Strong commitment to the organisation and its values
  • Significant experience opening projects as medical coordinator
  • Knowledge of public health issues
  • Doctor, Nurse or Midwife
  • Experience in outbreak management and emergency response
  • Experience in hard negotiations with local authorities, partners and staff in a tricky context
  • Capacity to work in an volatile security context and able to apply strict security rules
  • Capacity to create relationships with the communities
  • Ability to manage a team and work in an international team
  • Ability to have a global overview of a program (not only on medical plan)
  • Ability to listen
  • Ability to take quick decisions according to the context in coordination with the team

Languages: Fluent English (oral and written) mandatory French or Arabic are an asset
