Project Background
 
The Government of Australia, through its official aid agency, AusAID and the Ministry of Finance of Democratic Republic of Timor-Leste are in the process of negotiating and designing a new program of bilateral support to replace the current assistance for Public Administration and public financial management. The process of designing and appraising this program is continuing. Following talks between the Prime Minister of Timor-Leste and AusAID Director General, a program of interim support was agreed to assist GoTL with the ongoing task of reform of the public finance sector and establishment of a government-wide financial management training centre.
 
Timor-Leste has successfully undertaken a wide range of reforms in the area of public financial management. These reforms include a new organizational structure for the Ministry, the design of more efficient processes around expenditure execution, to devolve more responsibility and access to financial resources to line Ministries and to encapsulate all of this via the upgrade of its Human Resource Management systems. These reforms now need to be embedded and institutionalized, which will require the focus of MoF efforts to shift from design and implementation to training and institutionalization. The gains in transparency and accountability achieved by the Government mean that it is possible to provide support to the Government of Timor-Leste that more directly uses the Governments own systems and  processes. 
 
Thus, the Ministry of Finance[1] is looking to retain the services of a
a)      Non-Resident Human Resources Adviser to work with the Ministry and other advisory staff (notably the Senior Adviser HR and Capacity Building and the Senior Management Adviser Corporate Services)  and
b)      Resident Human Resources Officer
 
to support the management of MoF’s advisors as well as the strengthening of the NDHR.
 
The work identified in the MOF Strategic Plan and explained in detail in the Ministry 5 Year Plan will form the basis for the Advisor Work Plans and guide the reform agenda in Human Resources. 
 
 
Terms of Reference      
 
Position:                     Non-Resident Human Resources Adviser
 
Objectives:                 To support the management of MoF’s advisers and to assist the National Directorate of Human Resources (NDHR) to strengthen the capacity to manage MoF advisors.
 
Reporting to:                         Director General Corporate Services and Program Manager.
 
Counterparts:            National Director Human Resources and Heads of Departments.

Location:                    Ministry of Finance, Dili, Timor-Leste
 

I. Scope of Work
Working closely with the Program Manager/ DG Corporate Services and the Program Working Group of the Direct Funding Agreement (PWG-DFA), the position involves supporting the management of technical advisory services, and capacity strengthening of the National Directorate of Human Resources as follows:
·         Work closely with Directors Generals, Senior Management Advisers, and the Minister’s Office in supporting the coordination of inputs to the DFA program;
·         Support the effective recruitment and management of MoF’s advisers.
·         Ensure advisers are:
a.       Well briefed to ensure high quality, consistent technical assistance and capacity building approaches are implemented, and
b.      Supported during their engagements through the ongoing provision of advice, guidance and structured feedback on performance (including counterpart feedback);
·         With counterparts and advisers, participate in reviews of activities to assess progress and ensure that results and outcomes are being met;
·         Assist the Senior Adviser HRCB to review adviser reporting processes to ensure adviser and activity performance is captured and used appropriately for planning and decision-making;
·         Assist in the preparation of reports to the Program Manager, the PWG-DFA, and the Program Steering Committee. 
·         Support the management of MoF Advisers’ Performance against agreed Work Plans.
·         Manage administrative support for advisors such as induction and leave;
·         Ensure that the procurement of technical advisory services is aligned with and managed in accordance with Ministry of Finance Procurement and Adviser Performance Management Guidelines[2].
·         Provide advice regarding the establishment of missing systems and procedures on HR, with particular emphasis to advisory services management, in order to strengthen the institutional capacity of the NDHR; 
·         Ensure that knowledge on best practices, systems and procedures regarding HR management, particularly the management of advisory services are transferred to national counterparts;
 

II. Key Deliverables
·         Within four weeks of commencement, develop an Activity Work Plan that is consistent with the relevant activities and performance indicators of the Ministry’s 5 Year Plan
·         Timely recruitment and efficient management of MoF’ s advisors
·         Quarterly Progress Reports to the Director General for Corporate Services/Program Manager, approved and endorsed by the National Director of Human Resources, against the agreed Work Plan .
·         End of Assignment report to the DGCS no later than 10 working days prior to the end of contract
 

III. Performance Evaluation
Performance of the Non-Resident Human Resources Adviser will be assessed by the Director General of Corporate Services in collaboration with the Senior Management Adviser in accordance with the performance review framework for advisors in place in the Ministry.

·         Five years of human resources management experience, preferably in a role of management or project coordinator in developing countries.
 
·            Experience in establishing and implementing systems and processes for procuring technical advisory services their performance management, and evaluation.
 
·            Excellent communication skills. Demonstrated ability to write clear and concise reports, guidelines and manuals. English language fluency essential.
 
 
·            A degree in a relevant area such as HR Management, Business Administration;
 
 
·            Excellent negotiation and interpersonal skills.
 
 
·            A high level of emotional intelligence, and an ability to establish consultative, constructive and supporting working relationships with colleagues from different cultures.
 
 
·            Excellent analytical skills.
 
 
·         Experience working within a public sector reform context, preferably in a Ministry of Finance
 
·            Knowledge of capacity development approaches in developing countries.

·        Provide secretariat support to the management of technical advisory services within MoF.
·         Support the coordination of inputs to the DFA program;

·         Assist in the preparation of reports to the Program Manager, PWG.-DFAand the Program Steering Committee.
