Job Purpose
The role of the Program Development Manager (PDM) is to oversee, under little direction by the Country Director, all aspects of program development and communication needs for NP in the Philippines. The PDM must ensure accurate, smooth, timely and targeted correspondence and communications with current and potential donors, policy-makers and NP International. The PDM will direct program development activities and materials, including but not limited to proposals, donor reports, program reports and program budgets. The PDM must also ensure documentation is accurate and in accordance with both NP’s Civilian Protection Component Program and Conflict Prevention Program. The PDM will be expected to occasionally visit NP field sites and attend regular meetings and functions in order to fulfill his/her responsibilities.

Key tasks and responsibilities

1. Strategy Implementation

• In coordination with the Country Director and country management, develops organizational policies, assists in recruitment of staff and directs fundraising priorities related to conflict management, peacekeeping and peacebuilding;

• Supervises communications personnel and develops communication materials to be shared with NP International (Brussels), the diplomatic community, current donors, potential donors and policy makers as well as materials to be put on the NP website such as NP’s newsletters, monthly stories and public Annual Reports;

• Understands donor reporting policies and programs and sets up and maintains a tracking system to ensure timely adherence to reporting deadlines;

• Conceptualizes and produces, in coordination with Cotabato-based program staff, logical frameworks and reporting frameworks;

• Assists the Country Director in ensuring the processes for the timely submission of grant proposals, internal program reports to NP Headquarters, reports to donors and communications materials are met;

• Proofreads, edits and finalizes NP documentation as needed in coordination with program staff for review of the Country Director;

• Acts as Officer in Charge of all administrative duties of the Manila-based liaison office;

• Performs other ad hoc tasks related to communications, program development and office administration as requested by the Country Director.

2. Representation and Networking

• Acts as a contact person for specific donors, embassies and international organizations;

• Represents NP at relevant meetings, seminars, functions and other stakeholder meetings;

• Networks with other groups, organizations and institutions working in conflict-affected areas of Mindanao and explores avenues for cooperation and strategic (financial or operational) alliances while upholding and adhering to NP’s principles of nonpartisanship, neutrality and impartiality.



3. Internal Coordination

• Works closely with the Makati staff, Operations Department and the Program Department(s) to ensure the proper management of grants;

• Coordinates with the Makati staff, Operations Department and the Program Department(s) to ensure donor reports, communications needs and new grant proposals are delivered on or before deadlines;

• Works closely with the Country Director in following up with and arranging meetings with various embassies, donors, international organizations and other relevant actors.

Person Specifications

EDUCATION & TRAINING
REQUIRED PREFERRED

University degree in a related field (International Relations, Political Science, Program Management, Conflict Studies or a similar relevant field)

Post graduate degree in International Relations, Political Science, Conflict Studies or Program Management

Proven experience as an effective team leader and fundraiser

Certificate or diploma course in peace building, conflict transformation or nonviolent peacekeeping

WORK EXPERIENCE
REQUIRED PREFERRED

Minimum six (6) years relevant work experience

NGO/humanitarian work in a conflict environment

Minimum three (3) years international work experience (outside of home country)

Post-conflict/conflict area experience

Cross-cultural work environment experience

Experience working in Mindanao

Experience working with grassroots and/or community-based organizations

Experience in community organizing/mobilization

Experience working with non-state armed groups, military personnel, and/or government officials

Experience working with top government and military officials
