Project Administration and Procurement Officer , Italy


Reporting to the Director of Special Project, IDLO seeks a Project Administration and Procurement Officer to support the work of the Administration and Procurement staff in Kabul and act as liaison on all administrative and procurement issues between the team’s internal and external stakeholders.
 
The Administration and Procurement Officer will be based at IDLO Headquarters and will be responsible for:
  •     All administrative issues relating to Headquarters-based staff working on the Project, including travel and logistics and procurement requests;
  •     Monitoring and supervising the proper application of administrative and procurement procedures related to the project, supporting the Administration and Human Resources Manager in Kabul;
  •     Ensuring the provision of administrative and procurement support for the project, ensuring that appropriate administrative procedures are followed, in accordance with IDLO rules and regulations and the special requests of the donor;
  •     Acting as the focal point at Headquarters and for the donor, for issues relating to the administrative and procurement aspects of the project;
  •     Ensuring that the Administration and Human Resources Manager in Kabul provides the timely submission of documentation to Headquarters;
  •     Working in close collaboration with the Administration and Human Resources Manager, and the Procurement Officer in Kabul to ensure that purchases follow IDLO’s or donors’ procurement guidelines and procedures;
  •     Supporting the Administration and Human Resources Manager in Kabul on all business and administrative affairs related to the office and guesthouse premises.
  •     Drafting relevant sections of annual and periodic reports to the donor or the IDLO governing bodies pertaining to relevant areas of responsibility; and
  •     Liaising with the Administration Manager at Headquarters on administrative or procurements matters related to the project and seeking clearance or guidance as applicable.
Ideal Candidate Profile
IDLO seeks a Project Administration and Procurement Officer who has a strong interest and passion for the organization’s mission to ensure the successful implementation of a justice sector reform project aimed at handing capacity to Afghan institutions.
The selected candidate will have a proven track record of taking initiative, working independently and using sound judgment to understand the Organization’s and donor’s rules and procedures. She/He must be highly detailed-oriented, capable of working with tight deadlines and must be regarded as having a high degree of integrity and respecting the sensitivity of the information she/he handles. The incumbent also supports administrative effectiveness through improving procurement-related processes and services for end users.
The new Project Administration and Procurement Officer will bring a strong level of enthusiasm and diplomacy to this role, along with the ability to work as a member of a multi-cultural team and the flexibility to participate in a variety of tasks.
Solid analytical and organizational skills are required as well as a customer service approach to internal as well as external stakeholders.  Creating an environment of teamwork and cooperation is essential to the success of this position.
Minimum Qualifications and Experience
The Project Administration and Procurement Officer will possess a degree in a relevant discipline (Public Administration or Business, Procurement and Contract Management). Experience of the reporting requirements of international organizations and the U.S. State Department in terms of procurement and administration is highly desirable and a good knowledge of the tools and techniques needed for reporting to American donors, is needed.
 
At least 5 years’ experience in successfully supporting the implementation of projects in development or post-conflict regions of the world is required. Experience of managing procurement in a post-conflict zone is an asset.
She/he must have proven successful experience working with a remote team. Fluency in spoken and written English is required.
