Organizational Setting

The Office of Nuclear Security is responsible for coordinating and implementing the IAEA's nuclear security programme to prevent, detect and respond to acts of nuclear terrorism and threats thereof. It is part of the Department of Nuclear Safety and Security and is organized into three sections: Information Management and Coordination, Prevention, and Detection and Response to Malicious Acts.

The Prevention Section is responsible for activities related to establishing and sustaining nuclear security systems for nuclear and other radioactive material, in use, storage and during transport and for associated facilities. These activities include developing nuclear security guidance consistent with relevant binding and non-binding international legal instruments in the area of regulation, assessment, protection, transport, accounting and control of nuclear and other radioactive material and security culture, as well as assistance to Member States in implementing the nuclear security framework.

The Section provides evaluation and assessment services such as an International Physical Protection Advisory Service (IPPAS), as well as education and training, methodology development and assistance in security upgrades relating to nuclear and radioactive material and associated facilities and transport. Section also provides assistance to Member States in enhancing regulatory framework for nuclear security. Hence the Section organizes a large number of evaluation missions, training courses and workshops and convenes technical meetings for methodology development. The Section has broad interaction within the IAEA, with Member States and with other international organizations.

Main purpose

Under the supervision and guidance of the Section Head, the Nuclear Security Senior Transport Officer will establish and implement the IAEA programme for transport security of nuclear and radioactive materials, including threat and security assessment; Develop the nuclear regulatory infrastructure and capabilities; support for national efforts in the physical protection of transportation activities, sustainability of transport systems and transport security culture.

The Nuclear Security Senior Transport Officer will also contribute to coordination and implementation of IPPAS missions and follow-up activities, including assistance to countries in establishing and upgrading of national regulatory frameworks and security systems for transportation of Nuclear and radioactive material.

The Nuclear Security Senior Transport Officer will also be responsible for preparing nuclear security international guidance documents, conducting meetings and training events and coordinating other assessment and advisory missions. Further, she/he will be expected to provide support to the implementation of States' Integrated Nuclear Security Support Plans (INSSP).

Role

The Nuclear Security Officer is: (1) a team leader, in developing and enhancing the projects for transport security of nuclear and radioactive materials; (2) an expert with operational and regulatory experience on protection of transportation systems; (3) a scientific secretary of international meetings, training courses and workshops; and (4) a Coordinator for conducting IPPAS and other assessment and advisory missions and for developing international guidance and other documents on security for transport of nuclear and radioactive materials.

Partnerships

The Senior Nuclear Security Transport Officer will work in partnership and liaise with staff in the Office of Nuclear Security, with other IAEA staff, experts from the Member States, international organizations and other UN bodies.

He/she will be the focal point for UN organizations involved in transport security matters, such as ICAO, IMO and UNCED to facilitate and promote the implementation of Agency guidance for security of transport of nuclear and other radioactive materials.

He/she engages counterparts in Member States' institutions to ensure effective exchange of information and promote partnership building with appropriate international organizations, the industry and other relevant institutions.

Functions / Key Results Expected

The main function is to develop protection technical guidance, procedures, methodologies and training for transport activities consistent with IAEA Recommendations on Physical Protection of Nuclear Material and Nuclear Facilities (NSS13/INFCIRC/225/Rev. 5), Radioactive Material and associated facilities (NSS 14) and other international regulations.

Key functions and expected results are:
  • Within the Office of Nuclear Security, develop and implement the IAEA Programme for Security of Transport of Nuclear and Radioactive Material.
  • Develop regulatory criteria and requirements, security systems, methodologies, procedures, guidance, technical documents and training material for security of transport in States, in particular to lead the work toward establishing internationally accepted recommendations and guides.
  • Help establish or improve States' regulatory frameworks for security of transport.
  • Interact with UNCED and other international organizations with the purpose of facilitating and harmonizing the UN model regulations for transport of dangerous goods with IAEA transport security guidance for radioactive materials.
  • Coordinate international nuclear security projects in the area of security of transportation of nuclear and radioactive materials.
  • Lead evaluation missions and efforts to assist States to implement effective arrangements for security of transport of nuclear and radioactive materials. In this context, to support the preparation and implementation of the IAEA International Physical Protection Advisory Service (IPPAS) missions.
  • Provide technical advice and assistance to implement training activities for Nuclear Security Support Centers related to nuclear security for transport activities.
  • Coordinate Office of Nuclear Security activities on nuclear security of transport within the Nuclear Safety and Security Department and within the IAEA Nuclear Energy Department.
  • Carry out other necessary activities to contribute to the successful implementation of the IAEA nuclear security programme, in particular ensuring implementation of Integrated Nuclear Security Support Plans (INSSP) in Member States regarding security of their domestic and international nuclear and radioactive material transport, and. supporting the implementation of the Nuclear Security Office Information Management System (NUSIMS).
  • Provide support and relevant expertise for the Incident and Emergency System (IES) and participates in associated training exercises.

Knowledge, Skills and Abilities

  • In-depth knowledge of nuclear security principles and international guidance.
  • In depth knowledge of international treaties and requirements of relevance for the transport of dangerous goods and of the physical protection and accountability requirements of nuclear and other radioactive material in transport.
  • Substantial, in-depth knowledge of transport security regulatory practices and methodologies, international nuclear security-related legal instruments and the roles of international organizations.
  • In-depth technical knowledge on transportation systems.
  • In depth knowledge and experience within the international transport community.
  • Proven ability to work with competent authorities in security-sensitive data environments for the purpose of improving security, and the ability to balance business needs with security requirements.
  • Excellent analytical skills and decision making capability in a results-oriented environment.
  • Proven project management skills for planning, evaluation and implementation.
  • Ability to organize events such as advisory missions, consultancies, workshops, training events, etc.
  • Excellent interpersonal and communication skills, including the ability to operate effectively across organizational boundaries and the ability to establish and maintain effective partnerships and working relations in a multicultural, multi-ethnic environment with sensitivity and respect for diversity

Education, Experience and Language Skills

  • Advanced university degree (or other equivalent degree) in nuclear engineering, civil engineering, physics or chemistry;
  • Proven extensive experience in nuclear security transports and other security-related activities;
  • At least 10 years of relevant experience in transport security and at least 4 years at the international level;
  • Experience in working with national and international organizations or institutes is desirable;
  • Fluency in oral and written English is essential. Knowledge of one or more of the other official UN languages (Arabic, Chinese, French, Russian or Spanish) desirable.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $80 734 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $45 373*, dependency benefits, diplomatic status, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation,home leavepension plan and health insurance.
