The Financial Mechanism Office (FMO) administers the EEA Grants and Norway Grants on behalf of the governments of Iceland, Liechtenstein and Norway. The grant schemes aim at reducing economic and social disparities in the European Economic Area (EEA) and strengthening bilateral relations with the 15 EU countries benefiting from the funding. Key areas of support by the Grants include environment and climate, civil society, human and social development, cultural heritage and cultural exchange, research, scholarships, decent work and justice and home affairs. 

The FMO is affiliated to the EFTA Secretariat in Brussels and reports to the ministries of foreign affairs of Iceland, Liechtenstein and Norway. It serves as a contact point for the donor states, beneficiary states and other stakeholders. The FMO has about 50 employees. 
Scope
The Statistical Officer provides information on the implementation and results of the Grants. S/he is involved in developing and maintaining a statistical database, data based reporting and results and risk management systems. S/he is also responsible for the successful delivery of statistical information and reports to the organization. S/he is experienced in business intelligence development and implementations, data architecture, relational databases and data warehousing. 
S/he reports to the Head of Communication, Reporting and Evaluation.

Tasks

  • Work with business users and other stakeholders to understand business processes, gather and document project requirements and translate them into functional and non-functional specifications for Business Intelligence solutions;
  • Develop, quality assure and maintain IT-reporting systems and statistical tools, ensuring that donors’ reporting requirements are incorporated into the FMO’s reporting systems;
  • Provide reports through Reporting Services (SSRS) on the planning, implementation and results of the Grants on a regular and ad hoc basis to the various stakeholders;
  • Analyse statistical and qualitative information, prepare reports and communicate results and learning on the Grants;
  • Carry out training and guidance to stakeholders in the beneficiary states on the Documentation, Reporting and Information System (DoRIS) for the Grants;
  • Act as “super-user” and helpdesk for the IT-based Documentation, Reporting and Information System (DoRIS);
  • Assure the functionality and integrity of reporting solutions, taking corrective action as necessary;
  • Quality assurance of data and support the data governance initiative by participating in necessary activities including data profiling.

Qualifications

  • Relevant University degree, minimum Master’s level.

Experience

At least five years of relevant work in implementing and supporting implemented Business Intelligence solutions by: monitoring and tuning queries and data loads, addressing user questions concerning data integrity, monitoring performance and communicating functional and technical issues. Additionally, experience in statistical and reporting work and analysis.

Skills

  • Good understanding of public administration and policy;
  • Analytical and results-oriented approach, and proactive and cooperative outlook;
  • Good knowledge of statistical work and statistical methods;
  • Experience and ability to develop reports and statistics;
  • Strong interpersonal abilities, including a dynamic and flexible attitude, and cultural sensitivity;
  • Hands-on experience with MS SQL Server 2005/2008;
  • Experience building business Intelligence solutions (OLAP databases, reports, dashboards, scorecards) using Microsoft Business Intelligence technology stack (SSIS, SSRS, SSAS, and MDX) in a data warehousing environment.

Languages

  • Good writing skills, excellent oral and written communication skills in English;
  • Knowledge of another EFTA/EU language is an asset.

Employment Terms

Grade: A4

Annual Salary: EUR 83,386

Appointments are normally made at step 1 of the grade. The Director of the FMO reserves the right to appoint a candidate at a level different from that advertised. Through its recruitment policy, the FMO wants to ensure diversity in terms of gender, age and culture.
