BACKGROUND

(please take note that this position has an additional reporting line and that is the 'Regional Programme Coordinator' for programmes)
Be IUCN Oceania’s Focal Point for Strategic Partners and Resource Mobilisation and also be IUCN Oceania’s Membership Focal Point. The incumbent works closely with the Regional Programme Coordinator for project development and institutional support.
SPECIFIC DUTIES AND RESPONSIBILITIES
1. TITLE: Strategic Partnership, Membership and Project Development Advisor

2. LOCATION: IUCN Regional Office for Oceania in Suva, Fiji.
Will require travel in the Pacific islands region.

3. DURATION: January 2013 – December 2014

5. SCOPE OF RESPONSIBILITIES:

I. Strategic Partnerships

Be IUCN Oceania’s Focal Point for Strategic Partners and Resource Mobilisation by performing the following duties:

• Develop partnership and engagement plans with donors traditionally active in the region, and also with other donors, foundations and the private sector;
• Develop and regularly update information regarding strategic partners’ key areas of interest in the area of environment and nature conservation;
• Manage donor relationships and ensure donors are fully informed on IUCN ORO, its programmes and projects;
• Engage potential donors in developing ideas for new projects within existing programmes;
• Manage resource mobilisation for ORO working closely with the RD, RPC and Programme Heads to identify opportunities, prioritizing programme needs and, through engagement with the potential donors, developing proposals (including multi-donor and multi-million dollar proposals) from initiation to set-up stage;
• Remain engaged in the monitoring of progress in project implementation to ensure proper communication is maintained on these with donors and other strategic partners;
• Establish and maintain links with Australian members and partners and advise RD on development of country status and role;
• Works with Pacific Island Countries and Territories on developing new initiatives and projects for funding.

II. Membership

Be IUCN Oceania’s Membership Focal Point by performing the following duties:

• Consult with IUCN members in the Oceania on the relationship between IUCN and its members and possible improvements;
• Expand the membership in Oceania by identifying and enrolling new members;
• Liaise with existing IUCN members in the Oceania region in relation to membership issues, including member services and payment of membership dues;
• Liaise with potential IUCN members in the Oceania, including states, government agencies and non-governmental organizations;
• Provide advice, assistance and administrative support to existing and potential IUCN members in the Oceania region in relation to membership issues;
• Coordinate with ANZ committees for membership meetings;
• Coordinate Pacific members’ visits to Suva.

III. Project Development

• Works with RD, RPC and programme teams to identify significant opportunities for project development and coordinates and implements the following
- Proposal development
- Establishment of projects
- Transition of project into a programme portfolio

• Interpret, summarize and communicate contractual obligations and ensure compliance measures are in place;

• Develop appropriate partnership and funding modalities for involving key partners interested in developing and implementing a coordinated approach to environment and nature conservation.

IV. Institutional Support

• Participate as an integral member of ORO management team in meetings;
• Provide overall input into ORO programmes, projects, activities and initiatives and offer advice on emerging initiatives;
• Participate in Global IUCN bodies as required.

REQUIREMENTS

• • Postgraduate qualifications in a relevant discipline, such as Environmental Science / Management, Development Studies, International Relations, Governance, or MBA.

• • At least 8 years of work experience, inclusive of experience in project development and implementation.

• • 3 years work experience in a senior organizational position.

• • Experience and ability to work in an international, multicultural and multi-perspective environment.

• • Knowledge of development and environment issues and complexities as they relate to the Oceania region.

• • Strong communication skills in written and spoken English.

• • Capacity to interact effectively with a wide range of people at different levels including donors, the private sector, NGOs, and government officials.

• • Experience in making presentations to large and/or influential audiences.

• • Highly motivated and results-oriented individual.

• • Proficient in the use of computer applications including MS Office (Word, Excel and PowerPoint), Email, Internet and ability to learn other organizational applications.
