Overview of the Position
Objective: Provision of Simultaneous English-Arabic and vise-versa to assist our client’s-Iraq Country office in ensuring the visibility of the International Conference on E-governance (December 2-3, 2012), by interpreting the conference sessions
Background: Our client’s support for the E-Governance is part of its ongoing assistance to the Iraq in the framework of public sector moderinisation support, which aims at providing an integrated approach to e-governance for development within Iraq at the national, regional and local level in line with the Iraqi National Development Strategy, Iraqi Millennium Development Goals and National Development Plan and the United Nations Development Assistance Framework (UNDAF) for Iraq.
The e-Governance Programme is considered a vital component for reforming and moderinising Iraq’s public sector. The GoI has formulated the national e-Governance Strategic Action Plan that aims to harnesses ICT tools to improve basic services to all and to promote all-round good governance, including increased public participation, better social equity and justice as well as a general enhancement of the transparency and effectiveness of public institutions in order to build the necessary platform for a competitive, robust and knowledge-based economy.
On December 2-3, 2012, our client will provide the technical support to assist the Iraqi e-Governance Committee in organising the second International e-Governance Conference planned to take place under the High Patronage of H.E. PM Maliki in Baghdad, with more than three hundred participants and attendance by high level government officials and experts in the field from federal and local governorates, IT industry, CSO and NGO, numerous development agencies and a world expert community.
The conference will be held under the motto "Together Towards Digital Inclusion", and will aim at reviewing the achievements of the Iraqi e-Governance program to date and discuss the challenges of e-Governance implementation as a tool to achieve public sector reform and digital inclusion.
Taking into account the importance of this event, our client is seeking to engage a two short term Simultaneous Translators.
General Functions
  1. Scope of work and expected output of the consultant:
a. Attend the conference from 2-3 Dec and the conference preparatory meeting on 1st of Dec. b. Provide translation for the conference preparatory meeting on 1st of Dec. c. Before the presentation, read and become acquainted with the presentation of the conference sessions which will be made either in English or Arabic. d. Provide translation for speakers during the conference sessions that will be made either in Arabic or English.
e. Provide translation for the session summary report and recommendations resulted from each session.
The main themes/key topics of the conference:
Plenary session 1: e-Governance and public sector reform This plenary session will include presentations by Iraqi official speakers and selected experts. It will present and discuss the development of the integrated policies and plans among the e-Governance program and Iraqi public sector reform program.
Plenary Session 2: Challenges of e-Governance Implementation This part will include a plenary session presented by selected key official speakers to review the challenges of e-governance implementation. Three concurrent breakout sessions will be organised around the main plenary theme addressing the following:
- Challenges of creating an enabling legal environment - Challenges of implementing an adequate telecommunications infrastructure - Highlighting the role of the private sector and the establishment of the concept of true public-private sector partnership in the field of e-governance
Plenary session 3: Citizen Inclusion into the Digital Society This part will focus on promoting policies that support citizen digital inclusion and mobilization of institutional support for its digital inclusion. Recognised international practices and policies will be presented in this session.
Plenary session 4: Effective Role of Local Governments in framework of e-Governance Program This part will focus on presenting and discussing the effective role of local governments in framework of e-Governance program. It will review achievements, success stories and challenges of the e-local governments in the essential service delivery, including (e-health, e-education and e-municipalities).
Plenary session 5: Challenges of Government Interoperability Framework implementation, standards and information This part will focus on presenting and discussing achievements in Government Interoperability Framework Document and Iraqi Enterprise Architecture and its implementation challenges and mechanisms. Examples on the importance of the implementation of the Government Interoperability Framework and Enterprise Architecture will be presented. The session will include as well as discussion on the data policy and standards.
Plenary Session 6: Building e-services: service-oriented architecture This session will include presentations by selected key note speakers. It will focus on identifying methodology appropriate to build the e-services, "service-oriented architecture", and presenting success stories in Iraq.

Essential Experience • Expert knowledge and fluency of English. • Native speaker level of Arabic. • Knowledge of policy issues and socio-economics issues related to climate change considered an advantage. • Significant experience (at least 5 years) providing simultaneous translation between English and Arabic for high level officials.
Languages • Expert knowledge of English required as well as native speaking skills in Arabic.
