Finance Officer , INTERACT Point Vienna

The INTERACT Programme:

The INTERACT Programme 2007-2013 facilitates the exchange of expertise, experience and good practice within the European Territorial Cooperation (ETC) Objective. It has a wide geographic scope covering 27 EU Member States and neighbouring countries. INTERACT is co-financed by the European Regional Development Fund (ERDF) and national contributions by participating countries. 
INTERACT Point Vienna is part of the implementation structure of the INTERACT Programme and provides services in particular to territorial cooperation actors in Central and South-eastern Europe, covering 11 EU Member States, 7 accession countries and 28 cooperation programmes. INTERACT is offering individual advisory services, training opportunities, management tools and information services.
INTERACT Point Vienna is implemented by the City of Vienna, Municipal Department 27 - European Affairs. Employer of the INTERACT Point Vienna staff is the EU-Förderagentur GmbH on behalf of the City of Vienna.

Position:

The Finance Officer (Maternity Leave Replacement) will independently organise the financial management of the project under direct supervision of the Coordinator. He/She will also support the team in human resources, event management, and office management.
Key tasks include:
  • Preparing documentation of expenditures for control and keeping of audit trail;
  • Preparing project payment claims;
  • Selection and contracting of service providers;
  • Budget planning and monitoring;
  • Database management;
  • Preparation of statistics and analyses on expenditures, travels and work loads of staff;
  • Human Resources: ensuring communication on staff guidelines and recruitment support;
  • Event management: logistics, preparation of material, etc.;
  • Office management: daily tasks, esp. management of office services and utilities;
  • Managing work load of part time assistant. 

Requirements:

  • University degree in any field of relevance to the mentioned tasks and 2 years work experience in a similar position (financial management) OR a secondary education degree and 4 years work experience in a similar position (financial management);
  • Excellent German AND English speaking and writing skills;
  • Experience in an international environment or abroad;
  • Solid experience with data management systems;
  • Highly computer literate. 

Assets:

  • Knowledge and experience with Austrian tendering procedures and procurement rules;
  • Knowledge of Austrian eligibility rules and First Level Control procedures;
  • Work experience in an EU co-financed project or programme;
  • Experience in event management;
  • Knowledge of Central or South East European language(s).

  • Attention to detail and accuracy;
  • Time management and organisational skills;
  • Ability to work in a multi-cultural environment;
  • Strong team work and communication skills.

Terms and conditions for employment/contracting period:

  • The EU-Förderagentur GmbH, on behalf of City of Vienna MA 27, will offer the successful candidate an employment contract under Austrian labour law;
  • Starting date: September 2013;
  • As this is a maternity leave replacement, a temporary contract until October 2014 will be offered including a one month probation period;
  • This is a full-time equivalent position based in Vienna;
  • Annual gross salary offered: minimum 35.500 EUR, higher salary may be offered depending on qualification of the candidate.
