Job Summary

Cardno is looking for a long term Regional Justice Processes Adviser for an upcoming anti-trafficking project in the ASEAN region.
 
The Regional Justice Processes Adviser will provide technical assistance, advice, training and mentoring to court administrators in the refinement of case management processes to enable the expeditious disposition of trafficking cases as a priority. The Prosecutions Adviser will also support the refinement of court rules, procedures and practice handbooks to ensure appropriate authority and mechanisms for compliance with new processes. The Justice Processes Adviser will be responsible for supporting the activities of multiple countries and will liaise closely with the ASEC, Investigations and Prosecutions Advisers to ensure a collaborative and cohesion approach to AATIP implementation. In particular the Justice Processes Adviser will work closely with the Victim Management Adviser to ensure victim and gender responsive procedures are adopted and inculcated into the Criminal justice system.

Key Responsibilities

  • Provide technical advice to judges and court administrations in the strengthening of court rules and procedures to enable expeditious disposition of trafficking cases as a priority of the court.
  • Provide advice to personnel in the technical aspects of court administration, case listing, and scheduling processes including development and delivery of awareness training for those responsible for these processes.
  • Liaise closely with the Regional Investigation and Prosecutions Advisers to ensure congruence and collaboration in the investigation, prosecutions and adjunction of trafficking cases across the criminal justice system of each member state.
  • Liaise closely with the Monitoring and Evaluation Adviser in supporting the development of regional and national annual work plans by Senior Officer Meeting of International Crime (SOMTH), Heads of Specialist Anti-Trafficking Units (HSU) and Technical working Group (TGW) members.
  • Ensure compliance with the donor core policies, including but not limited to Disability and Child Protection Policy.
  • In coordination with the donor liaise with the whole-of government partners including the Australian Federal Police (AFP) and Department of Foreign Affairs and Trade (DFAT)on issues relevant to criminal justice sector capacity building coordination and harmonisation, and other initiatives focussing on anti-human trafficking.
  • Others duties as directed by the Team Leader.  ​

Other Requirements

Core Competence Required
  • Extensive knowledge and experience of the structures and management systems of first instance criminal courts.
  • Demonstrated effective performance in the administration of criminal courts, including but not limited to practise and procedure relevant to case listing and disposition.
  • Demonstrated experience in the design, delivery and revision of competency training programs for court administrators.
  • Demonstrated capacity to interact with counterparts in a developing country context, in a culturally appropriate manner whilst providing capacity building and mentoring support
  • Demonstrated capacity to understand, apply and provide advice to counterparts on the application of contemporary gender and human rights principles.
  • Highly developed interpersonal skills and complemented by excellent written and verbal communication skills.
  • Competent information technology skills.
Qualifications
  • Post-secondary or tertiary qualification in public administration or a related discipline is highly desirable.
  • Experience working in a developing country context in an advisory capacity is highly desirable.
  • Experience working in both civil law and common law systems and an understanding of the investigative, prosecutorial and judicial implications of each is highly desirable.
  • Post graduate qualifications in criminal law or a closely related discipline is desirable.
Position Duration: Full time, 5 years
