LEDS EXPERT, PHILIPPINES

RESPONSIBILITIES AND DUTIES:
International Resources Group (IRG), a wholly owned subsidiary of Engility Corporation, seeks a LEDS/EC-LEDS Expert for the anticipated USAID-funded Building Low Emissions Alternatives to Develop Economic Resilience and Sustainability (B-LEADERS) project in the Philippines. B-LEADERS will facilitate the development and implementation of the Low Emissions Development Strategies (LEDS) in the Philippines energy and transportation sectors, enhance government capacity to address climate change and energy issues, and lead to successful formulation of Nationally Appropriate Mitigating Actions (NAMAs). B-LEADERS will primarily focus on the development of clean energy projects, primarily in grid and off-grid renewable energy, and support local capacity for energy efficiency, the development of clean energy policies, climate change programs, and green growth strategies.

Responsibilities:
  • Support the government of the Philippines and its key partners in developing and implementing LEDS, including;
    • Incorporate LEDS into existing government planning systems for social and economic development.
    • Advance the national capacity to use strategic planning tools in support of LEDS.
    • Implement LEDS through support in developing and introducing clean energy technologies and energy services.
    • Develop a uniform database on LEDS and exchange experiences and best practices with other countries participating in LEDS.
    • Establish sound working relationships with USAID, other donors, and local counterparts; and produce all required reports and work plans in compliance with established rules and regulations.
    • Manage complex tasks and diverse teams.
MINIMUM TANGIBLE QUALIFICATIONS:
  • Minimum 10 years of experience implementing clean energy programs in the areas of: implementing GCC and/or LEDS type projects, developing national low emission strategy, energy efficiency, policy reform, and government engagement required
  • Bachelor’s degree in electrical, mechanical or civil engineering is required; advanced degree is preferred.
  • A demonstrated ability to work collaboratively with USAID and/or other donors.
  • Fluency in English is required.
PREFERRED QUALIFICATIONS:
  • Prior experience with the energy market experience in the Philippines is strongly preferred.
  • Successful experience as a Project Manager or Task Leader for large and complex energy-related policy reform and/or local government projects is strongly preferred.
  • Successful experience in managing or developing public-private partnerships; and familiarity with the economic and political dynamics of the Philippines is strongly preferred.
  • Experience in using analytical software tools (i.e. MARKAL/TIMES, LEAP) is highly desirable.
