Humanitarian Finance Manager

KEY RESPONSIBILITIES: Financial management • Actively contribute to donor proposals development • Monitor all grants and programme budgets and provide timely financial information to Humanitarian Programme Managers for management decision-making, which includes a monthly budget monitoring report and financial commentary. • Contribute to the Finance section of the Quarterly Management report and submit it to the Country Finance Manager according schedule, • Prepare a monthly global budget monitoring report with commentary to the HPC and CFM • Supervise the preparation of the monthly finance pack in an accurate and timely manner for submission to the Coordination office at Kinshasa, according to the standard checklist. • Provide regular capacity building training sessions of finance skills to all programme and support staff. • Ensure the timely preparation of cash top up requests to the Coordination office to ensure the timely transfers of funds to all project areas. • To ensure all corporate and regional procedures (Banking, procurement, cash handling and all office accounting) are implemented and meets organisational standards. • To ensure monthly processing of financial information on PeopleSoft and reconciliation of all balance sheet accounts within deadline. • To ensure that banking procedures are followed and the cash flow is maintained according to programme forecasts. • To ensure that the monthly salary statements are prepared including the timely deduction and deposit of taxes, insurance and other statutory liabilities. • To ensure end of year accounts are produced on time, budget surpluses are identified and maximised in time, whilst ensuring overspends are planned and authorised. • Periodically review and make recommendations about the quality and integrity of all purchases and payments made on behalf of the DRC programme.
• Keep current and advise the Humanitarian Team on changes in corporate financial, practices within Oxfam GB. • Approve financial transactions into PeopleSoft system after doing a thorough review of all transactions to ensure they adhere to Oxfam procedures and policies. Donor Budget Monitoring and Reporting • Prepare timely and accurate donor financial reports that comply with donor requirements together with the HPC and other humanitarian programme staffs. • Ensure Systems are set up to facilitate effective Donor Contract Management • To ensure accurate recording and monthly monitoring of Donor Funded project Partner Finance Monitoring • Ensure effective Partner Finance Management assessment and monitoring • Where necessary provide capacity-building training on financial management practices. • To quality check and review Partner Financial report and ensure compliance with Partner agreement and/or Donor requirement Staff management • Effectively line manages the Humanitarian Finance staff this include the follow-up of staff management issues, staff recruitments, setting staff objectives, performance appraisal, staff development and work conditions. • Organise a monthly one to one meeting with direct reporting finance staff and regular visits to field finance team • Identify competencies gaps, coach and train finance staff. Other responsibilities • Deputise for the Provincial Finance Manager or the Country Finance Manager if required. • To ensure all financial and legal documentation related to Oxfam’s financial procedures and the programme is maintained according to Oxfam standards, within DRC and British charity law. • Ensure that audit recommendations are implemented and be the focal point in finance for auditors (internal and external). • Work with the Compliance Advisor to ensure that as far as Finance is concerned that policies and procedures are full applied and correctives actions are taken to resolve breaches. • Any other duties in the nature and scope of the position SKILLS AND COMPETENCE: 1. At least five years experience in finance, ideally with at least two years working in a supervisory position. 2. Professional accounting qualification from an internationally recognised body. 3. Computer literacy and proven experience utilising complex computer software systems. 4. Strong financial planning and analytical skills with the ability and assurance to analyse current needs and make recommendations for changes when necessary. 5. Ability to develop and produce critical finance management tools to ensure excellent financial services to deliver the programme. 6. Minimum of two years experience of managing donor schedules and production of donor reports. 7. Proven knowledge and experience of computerised systems, preferably with accounting packages as well as advanced Excel skills. 8. Excellent communication skills, and fluency in both verbal and written English and French (will be an advantage) 9. Knowledge of institutional donor requirements, specifically ECHO, DFID, UNDP, UNICEF, WFP, OFDA, etc... 10. Ability to present information and concepts clearly, both verbally and on paper 11. Ability to lead the staff with various skills, background and culture.
