Chief of UNHCR Audit Service

This position is located in the Internal Audit Division (IAD) of the Office of Internal Oversight Services (OIOS) and is under the supervision of the Assistant Secretary-General. The incumbent will be based in Geneva, Switzerland and will oversee the team responsible for providing audit coverage to the United Nations High Commissioner for Refugees (UNHCR).
 
Responsibilities
 
The Chief of UNHCR Audit Service is responsible for the following:

• Coordinates and supervises the work programme of the UNHCR audit service.
• Develops an annual risk-based audit plan in consultation with OIOS’ senior management, UNHCR’s senior management, the Board of Auditors (BOA), UNHCR’s Inspector General’s Office (IGO), evaluation function and the Internal Audit and Oversight Committee (IAOC) of UNHCR.
• Ensures the timely and effective execution of the audit plan, ensuring the efficient utilization, management and development of staff under his/her supervision.
• Maintains contact with OIOS’ and UNHCR’s senior management, the IGO and the IAOC to discuss audit plans, audit results and client related views and concerns.
• Coordinates and works closely with the UNHCR Controller and IGO, and liaises with the BOA to ensure appropriate coordination and complementarity on external and internal audits and inspections. The incumbent also keeps OIOS and IGO appraised of any irregularities encountered in the course of audits which could amount to staff misconduct.
• Takes part in identifying resource requirements for the UNHCR Audit Service, including initiation of recruitment, assessments  and assignment of staff, preparation of budgets, monitoring budget status, etc.
• Oversees audit work and ensures that assignments are conducted in accordance with (i) approved audit work plans and budgets; (ii) OIOS policies and procedures; and (iii) the International Standards for the Professional Practice of Internal Auditing followed by OIOS.
• Reviews draft and final audit reports, and other audit-related documents, and provides sufficient guidance and supervision to the audit staff.
• Assists with establishing operating guidelines, internal audit manuals, lines of authority, and communicating work objectives and priorities of reporting.
• Represents the Service within the United Nations and other organizations as necessary in relation to UNHCR audits.
• Carries out such other UNHCR related tasks as may be assigned by the Assistant Secretary-General for OIOS.
 
Competencies
 
Professionalism – Knowledge of all aspects of auditing, management and the technical field of oversight in general. Proven ability to conduct and supervise complex internal audits, to produce reports and papers on internal audit and to review and edit work of others. Excellent management and technical leadership skills in auditing. Comprehensive knowledge of United Nations policies, procedures and operations.

Education
 
Advanced university degree (Master's degree or equivalent) in auditing, finance, business administration, accounting or a closely related field. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree. A professional certification in accounting or audit (CIA,CPA, CA, CISA, etc.) is highly desirable.
 
Work Experience
 
At least 15 years of progressively responsible experience in auditing of which at least 5 years must be at the management level. Experience in audit of humanitarian/emergency operations is highly desirable.
 
Languages
 
English and French are the working languages of the United Nations Secretariat. For this post fluency in English is required. Knowledge of French highly desirable.  Knowledge of another UN official language is an advantage.
 
Assessment Method
 
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
 
Special Notice
 
This position is funded for a finite period of one year and may be subject to extension. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
