Logistics Officer - Ottawa, Ontario

The position of Logistics Officer supports the Logistics Department of International Operations in the activities of planning, coordinating, supporting, and supervising effective and efficient implementation of international Supply Chain and Logistics for emergency responses, development projects and Ottawa based customer support requirements.
Summary of Responsibilities
Responsibility 1 – Support and administer procurement activities – 20%
•Implement/ maintain CRCS procurement procedures.
•Order management and processing orders from various internal and external clients.
•Prepare requests for quotations, Comparative Bid Analyses and make recommendations for supplier selection, maintain systematic records/ audit trail.
•Execute the purchase of appropriate goods and services;
•Prepare and process Requisition Orders, Purchase Orders, contracts, supplier payments.
•Maintain all procurement related registers and files up-to-date.
•Liaise and co-ordinate with the relevant delegations/departments/functions regarding delivery of supplies and keep all parties informed of any changes in a timely manner.
•Maintain an accurate and up-to-date supplier information database for regularly purchased items, and stay up-to-date of local market conditions.
•Establish and maintain a good professional working relationship with suppliers, and service providers.
•Support customs clearance conducted by agents and maintain systematic files required in event of Canada Customs audit.
•Produce regular, timely and accurate narrative and financial reports for the CRCS and for donors.
•Resolve issues or difficulties within the scope of Procurement.
•Collect and produce quarterly KPIs for the Logistics department.
•Provide timely advice and technical support on logistics issues to direct supervisor, project managers and field operations.
•Search new suppliers and companies to provide goods and services.
Responsibility 2– Support and administer supply chain, transportation and shipping activities – 40%
•Implement/ maintain CRCS transport, shipping, import and export procedures.
•Support domestic and international cargo shipments for routine and emergency shipments by road, rail, sea and air including chartered flights.
•Maintain and update shipment files and register.
•Administer freight insurances.
•Administer cargo loss claims.
•Liaise with move/ transport stakeholders along the supply chain movement; produce regular, timely and accurate narrative and financial reports for CRCS.
•Ensure that goods are shipped to and from Canada through quickest routes and cost effectively.
•Maintain and develop sound processes for transportation of goods.
Responsibility 3 – Support and administer inventory control activities – 5%
•Implement/ maintain CRCS warehouse / stock management procedures and record keeping to full audit trail standard.
•Maintain accurate stock control and records at all times and provide weekly/monthly stock reports.
•Organize local volunteers (as required) to effect the timely and efficient reception to and dispatch of goods.
•Administer warehouse service contracts and invoices.
•Conduct and carry out yearly inventory of stocks.
Responsibility 4 - Administer global fleet assets – 35%
•Implement/ maintain CRCS Fleet Management procedures.
•Support field requests for vehicles.
•Administration of IFRC (International Federation of the Red Cross and Red Crescent) Vehicle lease program.
•Maintain accurate and up-to-date register of CRCS global fleet assets.
•Process monthly fleet invoices in timely manner.
•Ensure that all vehicles used by CRCS globally have worldwide and in country third party insurance.
•Produce regular, timely and accurate narrative and financial reports for the CRC and for donors.
•Enforce that all field offices are using and adhere to the Red Cross and in country fleet regulations.
Qualifications
•Undergraduate Business Degree with focus on Supply Chain Management or Logistics
•2 years professional experience in supply chain or general logistics, including transportation and procurement. Experience in humanitarian sector would be a definite asset
• Strong background and working experience in various transportation modes, air, sea, road and train
•Previous experience managing fleet of light vehicles, including gathering information on fuel consumption, mileage
•Certificate in Dangerous Goods packaging and familiarity with IATA regulation is a definite asset.
•Experience working with customs regulation in Canada and overseas
•Proficiency in the basic setup and use of computers with advanced level of skill on MS Excel and MS Word
•Solution-oriented
•Strong communication and interpersonal skills
•Demonstrated competency in management of resources
•Strong written and verbal communications skills in English are essential. Communication skills in French, Spanish or Arabic would be a definite asset
•Ability to travel within and outside of Canada in short notice is required
•Ability to work in warehouse including manual labour such as packing material, lifting boxes etc.
•Must be eligible to work in Canada.

Working Conditions
Duties are principally conducted at the National Office of the Canadian Red Cross in Ottawa. Periodic travel to country operations and disaster-affected regions and visits to the warehouse in Mississauga could be required.
