Project Summary: 
The Building Alliances for Local Advancement, Development and Investment – Capacity Building (BALADI CAP) project is a 4-year USAID-funded project with the aim to build the technical governance and financial management capacity of 50 selected local civil society organizations (CSOs) through the provision of organizational capacity assessments and capacity-building assistance.  It is a companion project to BALADI – another USAID-funded technical assistance project -- which aims to improve public services at the local and regional level, promote community participation in local governance decision-making, access to reliable and affordable public services, and participatory and accountable local governance.

Position Summary:
MSI seeks an experienced Financial Manager/Team Leader who will hold a dual position as Financial Manager for the BALADI CAP project and Team Leader overseeing the implementation of capacity-building technical assistance to relevant partner CSO staff in the field through training, mentorship and one-on-one coaching by project specialists. This is a full-time position.
Responsibilities:
  • Work closely with the Chief of Party and Project Specialists to conduct organizational capacity assessments of partner CSOs to identify gaps and needs, as well as design action plans.
  • Oversee the planning and implementation of capacity building technical assistance for up to 50 local CSOs by project specialists through training workshops, mentorship and one-on-one coaching of relevant CSO staff.
  • Manage the bidding and implementation process of ten Pre-Award Assessment Surveys to CSOs selected by USAID.
  • Conduct financial management of the project’s activities to ensure compliance with USAID financial regulations and reporting requirements, as well as MSI procedures.
  • Create and maintain necessary financial management, accounting and contracting systems, including regular processing of financial transactions and timely reporting.
  • Provide needed support and guidance to the Office Manager on issues of procurement, specifically pertaining to Lebanese Government rules and regulations.      
Qualifications:
  • Master’s degree in finance, business, accounting or other related field.
  • Minimum of ten years of relevant financial experience, five of which should be as an auditor at an auditing firm strongly preferred.
  • Strong knowledge of Lebanese non-governmental organizations’ financial and managerial systems.
  • Prior experience working with USAID financial regulations strongly preferred.
  • Demonstrated training and capacity-building skills, particularly on financial management and accountability issues to staff.
  • Strong teamwork-building skills, leadership, and initiative.
  • Fluency in written and spoken Arabic and English required.
