DUTIES AND RESPONSIBILITIES
The Capacity Development Project for Better Management of public investments in small-scale agriculture in developing countries (CDPBM) financed by IFAD aims at strengthening and sustaining the capacities for managing and implementing investment programmes resulting in better development outcomes. The project will focus on fragile states and countries with weak institutional implementing capacities and will target up to fifteen problem projects in approximately ten countries. Under the overall guidance of the Director, Investment Centre Division (TCI), the supervision of the Chief, Africa Service (TCIA) in close coordination with other TCI Service Chiefs and in collaboration with the IFAD Country Portfolio Managers (CPMs) of the countries selected, the incumbent will ensure the overall coordination, development and implementation of the CDPBM. In particular, the incumbent will:
  • lead the implementation of the CDPBM along the approach developed in the project design paper; liaise with IFAD regional divisions, in particular CPMs for selected countries, and FAO country offices to ensure effective coordination and support to IFAD Country Programme Management Teams (CPMTs) in the implementation of project activities; identify, mobilize and supervise TCI staff and consultants to carry out project activities ; oversee the management, administration, implementation and monitoring of all CDPBM project activities, including the preparation of detailed annual work plans, budgets and ensure their practical implementation; identify appropriate capacity development needs of supporting countries, oversee the development of learning materials on reinforcing organizational capacities and management and lead the preparation and delivery of learning events; monitor the grant performance based on selected indicators from IFAD PBAS system and Project Status Report (PSR) and ensure timely preparation of quarterly progress reports and the organization of the annual TCI/IFAD learning event to share experiences and review lessons learned; organise consultative meetings, seminars and training workshops related to the implementation of CDPBM; prepare clear and concise reports in line with the requirements of governments, development partners, IFIs and donors; establish partnerships for the delivery of project outputs and to promote the uptake of project materials and lessons beyond the project; guide, backstop and provide on-the-job training to national and regional experts and institutions who are supporting IFAD CPMTs on investment management and implementation and identify opportunities to promote peer learning and direct exchange of knowledge between practitioners; perform other related duties as required.
MINIMUM REQUIREMENTS Candidates should meet the following:
  • Advanced university degree in economics, agricultural economics or development economics, agricultural business or public sector management or a related field Ten years of relevant experience in the practical application of strategic planning, project implementation, including in monitoring and evaluation applied to agricultural investment, in developing countries and/or countries with fragile states and weak implementing capacities. Working knowledge of English and French
SELECTION CRITERIA Candidates will be assessed against the following:
  • Extent of knowledge and relevance of experience in investment planning, implementation support, Monitoring & Evaluation and impact assessment of small-scale agriculture investment operations Demonstrated experience in working in fragile states with a view to improve the performance of investment projects Extent and relevance of experience in capacity building and training activities, including on the job and formal training, in the field of public investment in small-scale agriculture Demonstrated experience in dealing with senior government officials, development partners and other country level stakeholders Extent of knowledge and relevance of experience in FAO Investment Centre and IFAD operations Extent of experience in leading and supervising multi-cultural teams and delivering a results-based programme of work Excellent oral and written communication skills in English or French, knowledge of another FAO official language would be an asset
