India
UNOPS in India is based in New Delhi and currently manages three major health projects: distributing H1N1 vaccines to developing countries on behalf of WHO, procuring medical goods for the Indian Government and combating child mortality with the Norway-India Partnership Initiative.
Functional Responsibilities
The Junior Finance Assistant works in close collaboration with the Operations and Procurement staff within the Office to provide financial services, ensuring high quality, accuracy and consistency of work. The Junior Finance Assistant promotes a client-oriented approach, consistent with UNOPS rules and regulations. UNOPS Sri Lanka Hub under AEMO is now coordinating the India office as per the reorganized structure.
  • Receives and analyses incoming financial documents and correspondence for completeness of information in conformity with UNOPS financial rules and regulations. This includes: checking requests for allocations, invoices from outside suppliers, inter-office vouchers, miscellaneous contracts, project sub-contracts, travel claims, pre-project expense vouchers and advances among others.
  • Logs all incoming/outgoing transactions.
  • Check documentation to ensure certification of services rendered/goods delivered is written on the payment documents and duly signed by authorized staff.
  • Verify payment to sub-contractors is in compliance with the terms and conditions of agreement.
  • Prepare all the relevant supporting documentation for the Finance Officer to review payment vouchers.
  • Ensures that financial records are maintained.
  • Examines client queries and provides explanations, addressing the supervisor in disputed, complex or unusual cases.
  • Drafts correspondence to clarify discrepancies.
  • Assists in closures of sub-projects and projects.
  • Maintains the roster with names, addresses and phone numbers of the contact finance staff of suppliers and sub contractors.
  • Prepares payment information for submission to client.
  • Maintains the Unit's filing system according to UNOPS procedures.
  • Performs any other job-related duties whenever required.
Competencies
  • Knowledge of ATLAS/ERP system/Accounting Software will be considered an asset
  • Knowledge of UN Financial Rules and Regulations will be considered an asset.
  • Good knowledge of speadsheet software is essential
Education/Experience/Language requirements
  • Secondary Education with Diploma / Certificate or equivalent professional qualifications is required.
  • Bachelor's degree (or equivalent) an asset.
  • Minimum of 2 years of job related experience.
  • Oral and written knowledge of English and Hindi is essential.
